CONFIRMATION OF MINUTES
RESOLVED
THAT the minutes of the meeting of the Opukeko Drainage District Committee held on 25th March 2002 be taken as read and confirmed.

Environment Waikato had not progressed the Hubbard Road pump bypass structure.
The report from the Drainage Manager was attached for the Committee’s consideration

WVS PRS Liaison Sub committee
The Drainage Manager reported on items of interest to the Opukeko Committee from the meeting of Environment Waikato’s WVS PRS Liaison Subcommittee meeting held in Matamata on 15 November 2002.
Drainage Rate Review
The Drainage Manager reported that the committee had not met recently, but had sought advice from Geoff Balme of Beattie Rickman to guide the process through the correct procedures to enable the Committee’s report to be adopted by Council. The review committee would be meeting within the next month.
Estimates
A copy of the draft estimates for the 2003-04 year were tabled at the meeting. The committee reviewed the estimates.
The Drainage Manager advised that the estimates had been through the Management Review and once they had the Committee’s approval would then go through Council.

THAT the 2003-04 estimates for the Opukeko Drainage District as presented be approved.

The financial report to the 31 December 2002 was attached for members’ information.

THAT the financial report on the operations of the Opukeko Drainage District Committee for the 6 months ended 31 December 2002 be received.

GENERAL BUSINESS
Quorum of Sub-committee
After some discussion it was decided that the composition of the Opukeko Drainage Committee would remain the same. It was suggested that the dates that the meetings are held could be changed but after some discussion the dates would also remain the same. It was likely that an outcome of the drainage rate review could be a recommendation to amalgamate the three drainage districts on the east side of the Waihou River into one committee, with three subdivisions with their separate rates and expenditure accounts.
Stocks Pump Station outlet repairs
The Drainage Manger advised that Environment Waikato had inspected the discharge lines of the pump and had discovered settlement of around 100mm over the length of the lines, but around 150mm at the junction of the steel and concrete pipes. At this point there was insufficient flexibility in the joints and they had failed. Remedial works are being designed at the moment. EW had let a high tide into the system to provide water for static head testing, and this would also aid in flushing weed from the drain.
