There were no apologies.
The Drainage Manager outlined the formation of the Paeroa Rural Drainage District, noting that this was the first meeting of the newly formed committee consisting of the amalgamation of the three former drainage districts of Komata North, Opukeko, and Tirohia-Rotokohu.
ELECTION OF CHAIRPERSON AND DEPUTY CHAIRPERSON
Nominations were called for the appointment of Chairperson and Deputy Chairperson of the Committee.

THAT the appointment of M J Peters as Chairperson of the Paeroa Rural Drainage Committee be confirmed.

MATTERS ARISING FROM THE MINUTES
Tirohia-Rotokohu
Partridge Drain
With respect to the issue raised at the previous meeting regarding refusal of permission to get access to machine clean this drain, the Drainage Manager advised that a number of options need to be considered. Kevin Gillingham stated that Arnold Malcolm has cleaned his drains. Mike Peters stated that the matter needs to be resolved.
The report from the Drainage Manager was presented for the Committee’s consideration. It was advised that the operations reporting will be combined, but that a separate financial report will be prepared for each of the former drainage districts.

THAT the report be received.

Several items in the report were clarified.
Specific items discussed were as follows:
Pump probe control levels.
The start and stop levels are set by Environment Waikato at the time of design, taking into account ground and river levels. They can be adjusted within limits, to provide the optimum operating levels for the drainage area. It appears that the Mill Road probes could be raised, and the Stocks probes lowered. The Drainage Manager will liaise with Environment Waikato staff.
Kuaoiti Stream
The Drainage Manager advised that the spoil taken for Environment Waikato stopbank reconstruction was at no cost to the Committee, and was not sold by the owner.
Subdivisions
The Drainage Manager stated that Council’s drainage committees are considering the replacement of drainage easements with designation of drains. A report is being prepared for the three Committees.
Drainage Committee Elections
It was noted that there are still vacancies on the Committee from Komata North, and Opukeko.
Graham Morrison suggested the secondment of someone from Komata North. He will consider approaching someone.
Currently there are five members for the eight vacancies. It is apparent that there is little interest in the rate paying community in standing for the committee. A reduction from eight to five members would assist the reaching of a quorum.

WVS PRS Liaison Committee
Graham Morrison reported on items of interest to the Paeroa Rural Drainage District from the last meeting of the sub committee, including reviews of the river schemes rating systems.
RESOLVED
THAT Graham Morrison be confirmed as the Paeroa Rural Drainage District representative on the Environment Waikato WVS PRS Liaison Committee.

The Drainage Manager advised that there is no mechanism for Councillors or committee members to report on the sub committee matters. The Drainage Manager generally attends the meetings, and can circulate the agenda and minutes to interested members.
Rainfall
Rain gauge information from Council’s telemetered sites will be provided for the members’ information.
FINANCIAL REPORTS (45.700.999)
The financial reports for the Komata North, Opukeko and Tirohia-Rotokohu Areas for the 9 months ended 31 March 2006 were presented for the members’ information.
RESOLVED
THAT the financial reports on the operations of the Komata North, Opukeko and Tirohia-Rotokohu Subdivisions for the 9 months ended 31 March 2006 be received.

GENERAL BUSINESS
Members were invited to comment on items of interest or concern in their respective areas.
Graham Morrison – Bob Nicholls and Peter Morrison have been asked to remove silage stack/tyres in Ferry Road – link drain.
Chris Red – commented regarding spraying access. He questioned whether it was the practise to advise of entry to farms. The Drainage Manager sated that notifications were issued for machine cleaning, but generally not for spraying. He will discuss issue with the Drainage Overseer.
Frequency of Meetings
The Drainage Manager advised that the proposed meeting schedule for the Paeroa Rural Drainage Committee will be September/December/March - commencing at 10.30am.
District Tour
It was proposed that a tour of the drainage district would be undertake in December 2006.
The meeting closed at 12.20pm.
