MINUTES OF A MEETING OF THE PAEROA RURAL DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 20 DECEMBER 2006 COMMENCING AT 10.30AM

MATTERS ARISING FROM THE MINUTES

Drain Spraying

Cross Drain

The Drainage Overseer has organised removal of Macrocarpa trees and tyre in Cross Drain.

Members Comments – Stream Cleaning in Waikato Region

Mike Peters requested a correction be made to the minutes of the September meeting regarding stream cleaning methods being used in the Waikato Region. He advised that the organisation using the ‘White Amur’ species of grass carp to control weed growth is the Waikato District Council and not Environment Waikato.

 

DRAINAGE REPORT (45.700.999) (20KB)

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

THAT the report be received.

Committee Membership

The members were advised of the nomination received from Mr Gavin Vowles to fill the vacancy for the second representative from the Komata North area of the Committee.

It was requested that the Committee formally accept Mr Vowles nomination to the Committee

THAT The Paeroa Rural Drainage District Committee accepts the nomination of Mr Gavin Vowles to fill the last vacancy for the Komata North drainage area on the Committee

AND THAT Council be advised of this nomination.

FINANCIAL REPORTS (45.700.999)

The financial report for the Paeroa Rural Drainage District Committee for the 5 months ended 30 November 2006 was presented for members’ information.

THAT the financial report on the operations of the Paeroa Rural Drainage District Committee for the 5 months ended 30 November 2006 be received.

It was requested that the opening balance and credit interest amounts in the Komata North accounts be checked.

 

GENERAL BUSINESS

Kuaoiti Stream

Members noted that the responsibility for the maintenance of the Kuaoiti Stream ended at Thorp Road, a distance of around 3.6km from the floodgate on the Ohinemuri. The reach of the drain from this point to the drainage district boundary at the Golf Club boundary is around 1.1km. Between these two points there are three properties that pay drainage rates, but do not get the drain maintained by Council. The drain is becoming weed and willow infested and needs attention.

The Regional Council (EW) has traditionally maintained the stream from the golf course boundary and upstream. Even if the Committee applied the usual principle of providing an outlet to each rate paying property, there would remain a length from the downstream boundary of the last rated property to the golf course.

The original Waihou Valley Scheme engineering report proposed works to a point 7.4km from the floodgate, but has handed over responsibility for the drain maintenance and stopbank and siphon structures built by the scheme to the Drainage District.

The members requested that further information on the properties upstream of Thorp Road be obtained, including the date of subdivision, existence of easements, drainage and scheme rating classifications, and the date of any tree planting.
