Environment Waikato - Funding Review
The Drainage Manager advised on the information sent out to ratepayers on the rating review, and the progress to date.
DRAINAGE REPORT (470230)
The monthly report from the Drainage Manager was presented for the Committee’s consideration.

Mike Peters noted that the helicopter spraying being carried out in his area has been unsatisfactory.
Pump Operation
Considerable pump running was done in July and August 2008 at Mill Road. The total over the three districts was 184% of the average annual total. The Komata North pumps are currently approximately 2.5 times their average annual hours. 220 man-hours have been spent on pump weed screen cleaning over the three districts.
Floodgate Maintenance
No significant works undertaken.
Stopbank Maintenance
No stopbank maintenance works were undertaken
Drainage Rate Review
The Drainage Manager advised that Council has considered the review of drainage and stormwater rates in its current funding review. Currently all of the Paeroa Rural Drainage District rates on a series of obsolete classifications based on land value over the three constituent drainage districts.
Council is also proposing the separation of the urban stormwater operations in the rural towns of Ngatea, Kerepehi and Turua from the rural land drainage operation.
At the same time, Council is recommending the identification and separation of Waihi town from the wider Waihi Ward for funding stormwater operations in a form consistent with Paeroa, and with the method that is being proposed for the Plains towns.
The Land Drainage Rate review has been approved by Council for inclusion in the Hauraki Community Plan, together with the re-definition of the urban stormwater areas. The Plan will be available for public consultation and submission in April and May.
It was requested that the Committee consider the following recommendation, which confirms actions taken by the three constituent committees prior to amalgamation into the Paeroa Rural Drainage District.
RESOLVED
THAT the PRDD Committee confirms its agreement to the introduction of a single land drainage rate in each of the constituent areas, levied on Land Value.
AND THAT the PRDD confirm its agreement to the proposed extension of the Opukeko area to include the non residential part of Paeroa town which drains to the ODD drainage system,
AND THAT the PRDD confirms its agreement to the proposed extension of the Tirohia Rotokohu area to include land between the Ohinemuri River and Rotokohu Road which discharges to the TRDD drainage system.

FINANCIAL REPORT
The financial report for the 7 months to 31 January 2009 was tabled and presented.
It was commented that the descriptions of some of the categories are incorrect, and require amendment. The reported figures are correct for the activity.

THAT the financial report on the operations of Paeroa Rural District Drainage Committee for the 7 months to 31 January 2009 be received.

The members were invited to comment on any issues in their areas.
Graham Morrison - Alexander Canal - requires machine cleaning.
Gavin Vowles – Kurere Stream has tree and weed growth.
Both these major channels may require a silt check.
