MINUTES OF A MEETING OF THE TIROHIA-ROTOKOHU DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON FRIDAY 29 OCTOBER COMMENCING AT 10.05 AM

The Drainage Manager called the meeting to order and called for apologies.

There were no apologies.
ELECTION OF OFFICERS
ELECTION OF CHAIRMAN
The Drainage Manager called for nominations for the position of Chairman.
Mr J Hill was nominated by Mr Peters and seconded by Mr Rasmussen.
RESOLVED
THAT Mr J Hill be nominated as Chairman of the Tirohia-Rotokohu Drainage District Committee.

There being no further nominations Mr J Hill was declared Chairman.
Election of New Member
A new member was required and Mr Hill advised that Mr B Potter had agreed to stand on the Committee to replace Mr Hamilton.
RESOVLED
THAT Mr B Potter be elected as the new member on the Tirohia-Rotokohu Drainage Committee.

Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairman called for late items to be accepted.

CONFIRMATION OF MINUTES
The minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on Monday 7 December 1998 were attached.
RESOLVED
THAT the minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on Monday 7 December 1998 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
North Drain/Cadman Road Drain
It was noted that an inspection of the Cadman Drain had been carried out and the survey done.
The District Engineer advised that the work had been done and it was now a matter of pricing it out.
The lowest land level had been identified on North Road and the most likely option for Cadman Road was to deepen the drain.
A discussion on the pumping and drainage of this area in the future was held, due to the lowering of the land. The economic viability over a long period of time was questioned.
DRAINAGE MANAGERS REPORT (45.697.999)

Spraying
The Drainage Manager presented tables of the drains sprayed in the 1998-99 year.
Mechanical Cleaning
The Drainage Manager presented tables of the drains that had been mechanically cleaned in the 1998-99 year. No cleaning had been carried out this financial year.
He advised that all the drains in the district had been inspected in recent weeks. He presented a list of drains proposed to be mechanically cleaned for this year.
Discussion was held on the Nicol drain and where this drain actually was.
The extension of the Nicol Drain through to the Kauoiti was also discussed, regarding what it was now called and when the change had been made.
The District Engineer advised that this had been looked at on drainage maps to find when the change had occurred, but nothing had been found.
Members were asked to advise of drains in their areas that required cleaning for the coming year.
Pump Operation
A summary of pump hours operation over the past three years was attached for the members information.
Advice had been received from Environment Waikato on the proposed network charges for the larger installations. This could have ramifications for the Drainage Committees if Environment Waikato were to proceed with diesel generating options.
Subdivisions Commented On
Subdivisions commented on for the period were:
Fordell Farms Ltd, Thorp Road, Paeroa
Rating of Land Drainage Expenditure (20.000.000)
The Drainage Manager advised that Council was currently reviewing the funding policies and were aware that there were drainage rating issues that needed to be resolved. Council held the view that the Drainage District members were in the best position to undertake the review. With that in mind the Council was promoting the formation of a rating review working party. It was suggested that a working party of seven be established comprising of Western Plains 2 members, Eastern Plains 2 members, Komata 1 member, Opukeko 1 member and Tirohia-Rotokohu 1 member.
It was suggested that Mr M Peters be the representative on the working party for the Eastern Plains Drainage District.
RESOLVED
THAT the Tirohia-Rotokohu Drainage District representatives on the rating review working party be, Mr M Peters.

Members agreed that the involvement of the General Manager would be welcomed to assist with the rating review.
January 1, 2000
The Drainage Manager advised that one of the issues that had come up as a result of Councils contingency plans for January 1, 2000 was that the proposed standby rosters may impact on staff availability to maintain pump weed screens in the event of a storm. Help may be required from Drainage Committee members.
FINANCIAL REPORT
The financial report was attached for members information
RESOLVED
THAT the financial report on the operations of the Tirohia Rotokohu Drainage District Committee for the 12 months ended 30 June 1999 be received.

The issue of Decline in Service Potential was discussed. It was noted there would be substantial expenditure required on the Kauoiti stopbanks in 2004.
The meeting closed at 11.30 am.
