MINUTES OF A MEETING OF THE TIROHIA-ROTOKOHU DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 10 DECEMBER 2002 COMMENCING AT 1.30 PM

CONFIRMATION OF MINUTES

MEETING HELD 17 JUNE 2002

The minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on 17 June 2002 are attached.

MATTERS ARISING FROM THE MINUTES

Cadman Road Drain

The Drainage Manager updated members on the alternatives for draining the low area at the SH end of Cadman Road drain. The Committee Chairman was investigating the cost of a small pump. The owner was agreeable to meeting the cost of running the pump.

Partridge Drain

The Drainage Manager advised that he had discussions with the General Manager regarding the Partridge Drain and the need to mechanically clean it. The owner would not allow Council’s plant to enter the land to undertake the cleaning.

A letter had been sent to the owner advising him that the drain was a public drain. The owner had the choice to accept the drain as a public drain and allow Council to clean it, or if he did not accept that then Council would still clean it but at the owners cost.

Members agreed to send the same notice that had been previously sent to the owner and if this were not accepted then Council would take action under the Land Drainage Act and the Local Government Act to have the drain mechanically cleaned.

DRAINAGE MANAGER’S REPORT

The Drainage Manager’s report was attached for the Committee’s consideration

Mechanical Cleaning

The Drainage Manager advised that the slips and pampas had been removed from the lower Kuaoiti Canal in August. These were a result of the rainfall events in June and the prolonged rain in July. Further work to hold the batter slopes would be required. Environment Waikato may be able to use any spoil excavated.

Floodgates

An inspection of the floodgate on the North Drain into the Rotokohu Canal had been made. The present culvert was in reasonable condition with splayed concrete inlet and outlet headwall/wingwall structures, although the invert level was too high. Construction of a smaller culvert at a lower invert, with the provision of a weir for summer water level control was a viable alternative to lowering the existing pipes and constructing new headwalls.

Te Moananui Flats Road

The Drainage Manager advised that two requests had been received for some maintenance on the drains in the vicinity of the Te Moananui Flats Road off Rotokohu Road. The situation was that the area to the North East of Rotokohu Road and Te Moananui Road was outside of the drainage rating area. A portion of the land south of Te Moananui Flats Road was within the Drainage District, but was not serviced by Council drains.

The Roading Manager had arranged for clearing of the drain and culvert under the Flats Road, but was concerned that unless the outlet under the old railway line was maintained, then local on-farm drainage improvements would detrimentally affect the road formation.

Residents had also raised the issue of the maintenance of the roadside water tables towards the marae end of the road. This area was outside the drainage district, and the committee had no responsibility for the maintenance or improvements to drains in this area.

The committee had considered incorporating the area between Rotokohu Road and the Ohinemuri River into the drainage district as part of the rate review. To date there had been no initiative from the local people for the incorporation of this area into the rating area

FINANCIAL REPORT

The financial reports to 30 June and 31 October 2002 were attached for members’ information

THAT the financial reports on the operations of the Tirohia Rotokohu Drainage District Committee for the 12 months to 30 June 2002 and for the 4 months to 31 October 2002 be received.

The Members were invited to comment on any general drainage issues of interest in their areas.

Members advised of some drains that required attention.
