MINUTES OF A MEETING OF THE TIROHIA-ROTOKOHU DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON MONDAY 17 JUNE 2002 COMMENCING AT 1.30 PM

CONFIRMATION OF MINUTES

MEETING HELD 26 MARCH 2002

The minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on 26 March 2002 were attached.

RESOLVED

THAT the minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held in 26 March 2002 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

John Hill – Retirement from Committee

A function would be held at the end of the meeting in honour of Mr John Hill. Mr Hill had retired from the Tirohia Rotokohu District Drainage Committee after 42 years of service. An official function would be held on 27 June 2002 for all retiring drainage representatives in the district.

DRAINAGE MANAGER’S REPORT

The Drainage Manager’s report was attached for the Committee’s consideration

RESOLVED

THAT the Drainage Manager’s report be received.

Spraying

Tables of the drains sprayed during the period were presented.

Cadman Road Drain

The Drainage Manager advised that investigations into the alternatives for draining the low area at the SH end of Cadman Road had been completed.

The Committee would need to consider the provision of a small pump to assist the drainage of the low area.

The Drainage Manager would look into this option and obtain costings.

Pump Operation

A summary of pump hour’s operation for the current year was attached for the members’ information.

FINANCIAL REPORT

The financial report to 30 April 2002 was attached for members’ information

RESOLVED

THAT the financial report on the operations of the Tirohia Rotokohu Drainage District Committee for the 10 months to30 April 2002 be received.

GENERAL BUSINESS

PARTRIDGE DRAIN

The Drainage Manager advised that following discussions between Mr Arnold Malcolm and the Drainage Overseer and the Drainage Manager, on separate occasions, regarding the mechanical cleaning of the partridge Drain, members of the Committee inspected the drain on 21 May. Mr Malcolm stated the drain was not to be cleaned and was unwilling to allow Council’s plant to enter the land to undertake the cleaning.

A reply had since been received from Mr Arnold. This was tabled at the meeting, together with comments from the General Manager who was Council’s Drainage Manager at the time of construction of the water level control weirs in 1995.

The Committee agreed that Mr Malcolm should be given notice that the drain would be cleaned and advised that Council would use the provisions of the Local Government Act and the Land Drainage Act to undertake the required cleaning.

The drain needed to be brought up to standard then it could be sprayed twice yearly to save mechanically cleaning it so often.

All members agreed that the drain did require cleaning, the weed taken out and the sides tidied up.

RESOLVED

THAT the Committee again advise Mr Malcolm of its responsibilities under the Land Drainage Act and the Local Government Act, and give notice of its intention to take action under these Acts to have the drain mechanically cleaned.

Slips

The Drainage Overseer advised of a slip in the Tirohia Canal, which needed to be pinned.

Passing of Cr Des Johansen

The Chairman asked that a letter of condolence be sent to the family of the late Mr Des Johansen who had served on the TRDD as a Council representative.

RESOLVED

THAT a letter of condolence be sent to the Johansen family on behalf of the Tirohia Rotokohu Drainage District Committee.

Meeting Schedule

There was concern that the Committee was not meeting at the time that the end of the financial year figures were available for consideration. A meeting needed to be held so the Committee could obtain a better understanding of its financial situation after the end of the financial year. A copy of the last three years end of financial year statements was asked for.
