DRAINAGE REPORT |
1.0 OPERATIONS
This report covers the period to February 2002.
1.1 Spraying
The drains sprayed during this period are presented in the attached tables.
1.2 Mechanical Cleaning
The Tirohia Canal from the pumps to the confluence, and the Rotokohu Canal from the confluence to the State Highway was cleaned of weed growth in February. The Tirohia Canal from the confluence to Cadman Road is being quoted for weed cleaning at present.
Observations of the performance of the Rotokohu during recent flood events indicated it was not delivering the water to the pumps satisfactorily. There were occasions where the No. 2 (diesel) pump was not operating although there was water lying above the state highway. There appeared to be too much water surface grade on the canal. A re-survey of the as-built sections of the major dig done in 1997 showed no deterioration in cross section capacity, although the surveyors reported considerable weed build up. The canal is now clear and at the same capacity as immediately following the excavation.
The Partridge Drain is programmed for maintenance while conditions are suitable.
A request to revisit the drainage of the low area at the state highway end of Cadman Road has been undertaken. It is confirmed that the first three culverts downstream require lowering by up to 1 metre, and considerable deepening of the road side drain is also required. Reconstruction of one entrance for tanker access may be able to be incorporated in the work. Investigation of an alternative route to the southwest is currently being checked as it is understood that some survey was done along this alignment.
1.3 Floodgates
No significant activity this period.
1.4 Pump Operation
A summary of pump hour’s operation for the current year is attached for the members’ information.
2.0 SUBDIVISIONS COMMENTED ON
No subdivisions were commented on in this period.
3.0 BRIDGE AND CULVERT APPROVALS
No waterway approvals have been granted in this period.
4.0 GENERAL
ESTIMATES
Estimates for the next financial year, based on the preliminary estimates tabled in December have been approved by Council. The worksheets are attached for members’ information. They show a 10% rate rise for the next year, and no further rises following.
LAND DRAINAGE ASSET MANAGEMENT PLAN
The draft AMP is included with the agenda. This Plan is a framework for the management of the Land Drainage assets owned by the Council. It has been developed by staff, and has been reviewed by a management Project Overview Team. It will need to be approved by the committee and by Council next month.
Colour plans will be tabled at the meeting.
