CONFIRMATION OF MINUTES
The minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on 10 December 2003 were attached.

THAT the minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on Tuesday 10 December 2003 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Cadman Road Drain
The Chairperson advised of costs for putting in a small pump for draining the low area at the SH end of Cadman Road drain. For a small pump it would cost approximately $6,200.
Members discussed whether a pump should be installed by the drainage committee or by the landowner. Generally members felt that as there was already an outlet provided to get rid of the water of this piece of land it would be up to the landowner to provide a pump at his cost.
RESOLVED
THAT no further action be taken.

Partridge Drain
The Drainage Manager tabled a letter from the landowner Mr A Malcolm regarding the cleaning of Partridge Drain.
The drain required to be mechanically cleaned and the owner would not allow Council’s plant to enter the land to undertake the cleaning.
The Drainage Overseer commented that the drain needed to be cleaned and brought up to standard and then it could be put on a twice yearly spraying programme to keep the vegetation down. However, this would not stop the silt build up in the drain.
The General Manager attended the meeting and advised members on what needed to be done if action was taken under the Land Drainage Act and the Local Government Act to have the drain mechanically cleaned.
Once survey information and photographs were taken it would show what the problem was and then be discussed further with the landowner.
The Drainage Manager’s report was attached for the Committee’s consideration.

Pump Operation
The summary of pump hour’s operation for the current year was attached for the members’ information.
Environment Waikato were reassessing the diesel powering programme, and it was possible that the Mill Road Station may be converted. Confirmation of the capacity of the current generator to run both stations was being sought.
Drainage Rate Review
The Drainage Manager advised that advice had been sought from Geoff Balme of Beattie Rickman on the processes required to confirm the proposals, and the implications of the new Local Government Rating Act. A preliminary report had been received and would be considered at the next meeting of the review committee.
Estimates
A copy of the draft estimates for the 2003/04 year were tabled at the meeting.
RESOLVED
THAT the Drainage Manager’s report be received.
AND THAT the 2003-04 estimates for the Tirohia Rotokohu Drainage District as presented be approved.

The financial report to 31 December 2002 was attached for members’ information.

THAT the financial report on the operations of the Tirohia Rotokohu Drainage District Committee for the 6 months to 31 December 2002 be received.
