CONFIRMATION OF MINUTES
MEETING HELD WEDNESDAY 1 DECEMBER 2004

THAT the minutes of the meeting of the Tirohia-Rotokohu Drainage District Committee held on Wednesday 1 December 2004 be taken as read and confirmed.

Kuaoiti Stream
Environment Waikato is expected to do the excavation of the Kuaoiti Stream berm for spoil for stopbank reconstruction this summer. Trees may have to be removed.
Biological Weed Control
The Committee stated they supported the Biological Weed Control Project to introduce the ‘White Amur’ into the district drains. The Drainage Manager advised he will keep the Committee informed of developments regarding the grass carp application. and the application assessment which is being undertaken by DOC to investigate any environmental effects resulting from the introduction of the fish.
Brown’s Drain Relocation
At the December meeting it was agreed that the Browns Drain could be relocated 300m east of its present location parallel to the Kuaoiti Stream, on the line of an existing drain. The subdivision reported by the Drainage Manager proposed a connection to this proposed Council drain which was outlined on the attached plan. On the aerial photo there appears to be a row of trees close to the proposed relocated drain which may cause future problems for drain maintenance. It was agreed that the access to the drain is satisfactory. The Drainage Manager requested that the new owner be contacted to confirm that he is agreeable to the relocation of the drain. When agreement is confirmed, Council will commence work.
Drainage Committee Elections
The Committee were informed that the Drainage Committee Elections will probably be held in June 2005.
Quorum’s at Meetings
The Drainage Manager advised that Council had adopted the New Zealand Standard for meeting procedures, with the following amendment in the case of the quorum required for committees of Council:
There must be at least half the total number of members of the Committee if the number of members (including vacancies) is even, or the majority of members if the number of members (including vacancies) is odd, and in the case of a Committee other than a Subcommittee or a Drainage Committee, must include at least one member of the local authority.
Amalgamation of Drainage Committees
Discussion was held regarding the option of the amalgamation of the three committees. It was suggested that to combine the committees could result in lower for administration costs.
It was asked how requests would be processed for drain maintenance in each district. The Drainage Manager stated that each of the three areas would be dealt with separately, as now.
It is proposed that there be a single committee (representation to be decided), with some separation. Finance and expenditure reporting will not change. In relation to the rating of each drainage district it was advised that a single flat rate over the three districts would not be an immediate option due to the difference in the activities of each district.
A recommendation has been made by the other drainage committees that a process be established where ratepayers will be consulted on the proposal to amalgamate. It was indicated that all other committees are agreeable to this.
A report to Council recommending a course of action is in preparation.

The financial report for the 7 months ended 31 January 2005 was presented for members’ information
