MATTERS ARISING FROM THE MINUTES
Ngarua Bridge
It was noted that the consent had been given for the size of the pipes being used for the temporary diversion of the Kaihere Stream during the replacement of the Ngarua Bridge on Kaihere Road.
The monthly report from the Drainage Manager is attached for the Committee’s consideration

Spraying (45.499.006)
Tabled of the drains sprayed to the end of June were presented.
Pump Operation (45.492.999)
The Drainage Manager advised that regular inspection runs were undertaken for the period. Following the rain at the end of June, there was a week of rain in early July. Several pumps ran during this period. The summary of pump hours for the current year was presented.
Subdivisions Comment On (45.499.999)
Subdivisions commented on by the Drainage Manager during the period were:
Roach Farms Ltd, Front Miranda Road, Waitakaruru
Tony van Eyk, Canal West Road, Waitakaruru
Proposed Pouarua/Maukoro Drainage Scheme (45.603.999)
The Drainage Manager advised that the Plains Ward Committee supported the recommendation to the Works Committee, which adopted the recommendation on 22 August. The final design detail and contract documentation would now proceed. It was expected that tender documentation could be ready by the end of September.
At the Works Committee meeting His Worship the Mayor expressed his congratulations to the Drainage Committee for the good job done so far.
The Chairman and the Drainage Manager had met with Mr Martinovich regarding the additional land required for the pumps, and the drainage reorientation and an agreement reached. This agreement is to be confirmed when final details are available.
Miranda – Waitakaruru Foreshore Stopbank Survey (45.608.001)
CKL surveys Ltd of Hamilton had completed the survey and supplied the drawings on disk and plan foils.
Design options were currently being investigated.
The Drainage Manager presented the four options and their costings on the white board for the Committee’s consideration.
A discussion was held on the best option for the proposed stopbank. It was thought that the height would need to be either RL 3.5, or RL 3.0, and be topped up more regularly. The favoured option was option 2 with a more regular top-up. The Drainage Manger would proceed with this option.
RESOLVED
THAT the Drainage Manager proceeds with the design for the Miranda-Waitakaruru Foreshore Stopbank with a height of RL 3.0m, top width of 3.0 m, and side batters of 3:1, and that priority be given to completing the reach between Karito Canal and Hot Springs Canal.

Waitakaruru Flood Protection Scheme (45.486.999)
Agreement with the major landowner on an acceptable line for the proposed stopbank had been reached. Design work on the proposed alignment was proceeding. Transit New Zealand had been contacted and were prepared to discuss their involvement when the design and costs were finalised.
General (45.495.999)
The Drainage Manager advised that Environment Waikato had announced the availability of their telemetered river level and rainfall data on the Internet. The sites may be accessed via Environment Waikato’s website (www.ew.govt.nz).
Diesel options were still being looked at for the larger pumps in the area, starting with the Mill Road pump where there were problems with the pumps power supply and control systems.
A memorandum from Council’s Planning & Environmental Services Manager regarding a submission on the 2000-2001 Draft Annual plan was attached for the Committee’s consideration.
The submission requested that the Drainage District at Miranda should have an annual meeting to hear work schedules and the proposed rates.
The Committee agreed that a meeting would be held at the end of March.
Rainfall (45.499.999)
A plot of the Ngatea Monthly Rainfall depths for the last 7 years was attached. The rainfall total for July was 154.5mm.
Rate Review Working Party
The Drainage Manager advised that the first meeting of the Rate Review Working Party was to be held on 19 September 2000.
FINANCIAL REPORT (45.499.003)
The Drainage Manager advised that the final financial report for the 12 months ended 30 June 2000 was not yet finalised.
GENERAL BUSINESS
There was no general business.
LATE ITEMS
Ngatea Sections
There was concern that the sections in one of the subdivisions in Ngatea had no drainage outlets for surface water to the piped stormwater system. This was causing the sections to become very wet.
It was thought that this was a problem that should have been addressed by the subdivider.
Mr Clark (Drainage Overseer) drew a plan of the sections concerned on the whiteboard and explained that some extra drainage outlets had been provided on some of the sections, at the owners cost.
After discussion it was agreed that it should be noted to Council that the Western Plains Drainage District was concerned with the problems that have been created in the subdivisions regarding drainage and recommend that surface inlets be provided for the properties affected on a 50/50 basis.
RESOLVED
THAT it be recommended to Council that sections in Council’s subdivisions in Ngatea that do not currently have surface water access to the stormwater system be provided with these inlets. And further that Council’s subdivider be approached with a view to sharing the costs of providing these inlets.
