RESOLVED
THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 27 September 2000 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
LATE ITEM
Waitakaruru Flood Protection Scheme (45.486.999)
This matter had been discussed with Mr Barry Dowsett of Transit New Zealand at the October Works Committee meeting. Verbal discussions had been held between the Drainage Manager and Transit New Zealand.
RESOLVED
THAT the Drainage Manager write to Transit New Zealand pointing out what their responsibilities are and request a meeting with them.

Ngatea Sections
This matter had been discussed at the September Works Committee meeting and a report requested from staff regarding surface water access to the stormwater system.
The Drainage Manager advised that the Community Services Department would report on what drainage connections were provided at the time of subdivision.
After discussion it was agreed that the Drainage Manager and the Drainage Overseer would pursue the matter with the Community Services Manager and report back to the next meeting.
Mangawhero Road Concrete Flume Channel
Members would meet on Thursday 16 November at 3.00 pm to look at the Managawhero Road concrete flume channel.
The monthly report from the Drainage Manager was attached for the Committee’s consideration

THAT the report be received.

Pump Operation (45.492.999)
The summary of pump hours for the current year was presented.
The Drainage Manager advised that the head wall was showing signs of falling off the Karito floodgate.
Proposed Pouarua/Maukoro Drainage Scheme (45.603.999)
The Drainage Manager advised that the final design detail and construction documentation was complete. Requests for tender for the major components had been advertised. It was expected that construction would proceed in early December. Preparatory site works and access were underway.
Agreement for the purchase of the land for the pump station sites at Hopai West/Pouarua North Roads had been reached with both the affected landowners.
A decision from the Committee was required regarding ownership of the sites. After discussion it was agreed that the land be vested as Road Reserve.
RESOLVED
THAT the land purchased for the pump station sites at Hopai West/Pouarua North Road be vested as Road Reserve.

A follow up letter would be sent to all affected landowners advising them of the situation so far.
Miranda-Waitakaruru Foreshore Stopbank Survey (45.608.001)
The Drainage Manager advised of the quantities of fill required for the foreshore stopbank, Waitakaruru to Miranda.
It was suggested that the low spots that were putting the area at risk be attended to first.
RESOLVED
THAT the low spots on the Miranda-Waitakaruru Foreshore that are putting the area at risk be attended too as soon as possible.

The Drainage Manager advised that negotiations were currently being held with the Quarry for fill for use for the construction of the stopbanks.
District Drainage Rate Review (45.499.999)
The Committee had met on the 19 September and Mr Hicks had been appointed as Chairman. Council had confirmed the status of the group as a subcommittee of Council.
FINANCIAL REPORT (45.499.003)
The financial report to 31 August 2000 was attached for members’ information.
There was disappointment that the final financial report for 1999/2000 had not been presented. The Drainage Manager would ensure that this was presented at the next meeting.
Mr Challis left the meting at 11.55 am.
RESOLVED
THAT the financial report on the operations of the Western Plains Drainage Committee for the two months to 31 August 2000 be received.

GENERAL BUSINESS
The Drainage Manager advised that the Drainage Asset Management Plan would be presented at the next meeting.
Piako River Scheme
Mr Speedy gave the members an update on the Piako River Scheme Court Appeal. A date for the appeal had yet to be set.

The late item was discussed in the matters arising from the minutes.
