RESOLVED
THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 26 September 2001 be taken as read and confirmed.

Mechanical Cleaning (45.499.005)
There was concern regarding cleaning of the Kaihere Stream. Mechanical cleaning of the stream was required. The Drainage Overseer would investigate this.
Pouarua/Maukoro Drainage Scheme (45.603.999)
Pouarua Drainage Scheme, Northern Area Pumps
The Drainage Manager advised that settlement of the three stations was continuing to be monitored. The most recent graphs were presented. Settlement of the thrust blocks as well as the sump units were being measured.
Miranda-Waitakaruru Foreshore Stopbank Design (45.608.001)
Preparation of contract documents for the construction of the reach of foreshore stopbank between Karito Canal and Hot Springs Canal was being undertaken. It was likely that a consent for the reach north of the Hot Springs Canal would be required, as this had no designation for flood protection works in the District Plan.
Consultation with the local landowners and other interested parties was underway.
The Drainage Manager gave an update on the progress so far. The Committee had resolved at its last meeting to proceed on the basis of tendered hourly rates for the initial excavation of borrow pit material. This method may not be the best option and a scheduled rate may be a more suitable option.

RESOLVED
THAT the Miranda-Waitakaruru Foreshore stopbank proceed from the Karito Canal to the northern boundary with scheduled quantities for material from a seaward borrowpit.

The Drainage Manager advised that because the area to the north of the Hot Springs was not designated for flood protection a consent was required.
Ngatea Urban Open Drains To Be Considered For Piping (45.A55.999)
Materials had been ordered for the piping of the open drain between Mahana Road and McQuarrie Place as approved at the last meeting.
District Drainage Rate Review (45.499.999)
The Drainage Rate Review Committee was meeting on 24 October at 1.30 pm.
The Drainage Manager outlined the drainage rate class proposals as discussed at the last meeting and outlined some changes that were required.
After discussing the proposal the committee were happy for the Chairman to take this to the Rate Review Committee for further discussion.
General (45.495.999)
The Drainage Manager advised that an approach had been received from landowners on the west side of Canal Road West, south of the Waitakaruru School, to pipe the roadside drain.
The distance to be piped was approximately 105m of 300mm diameter pipe. The estimated cost of the work would be $12,500, which included a manhole and separate connections for each property. The landowners were prepared to meet the 25% local share on the same basis as stormwater piping in Ngatea and other places.
RESOLVED
THAT the section of drain on the west side of Canal Road West, south of the Waitakaruru School be piped at an estimated cost of $12,500.

A plot of the Ngatea Monthly Rainfall depths for the last 8 years was presented. The rainfall total for September was 47.5 mm.
FINANCIAL REPORT (45.499.003)
The financial report to 30 September 2001 was attached for members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 3 months ended 30 September 2001 be received.
