MINUTES OF A MEETING OF THE WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 27 MARCH 2002 COMMENCING AT 10.35 AM

ELECTION OF CHAIRPERSON

The Drainage Manager called for nominations for the position of Chairperson.

RESOLVED

THAT Mr Hicks be nominated as Chairman of the Western Plains Drainage District Committee.

There being no further nominations, Mr R Hicks was declared Chairman.

ELECTION OF DEPUTY CHAIRPERSON

The Chairperson called for nominations for the position of Deputy Chairperson.

RESOLVED

THAT B Carter be nominated as Deputy Chairperson of the Western Plains Drainage District Committee.

There being no further nominations, Mr B Carter was declared Deputy Chairperson.

LATE ITEMS

Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairman called for late items to be accepted. There were none.

MATTERS ARISING FROM THE MINUTES

Ngatea Urban Open Drains To be Considered For Piping (45.A55.999)

The Drainage Manager gave an update on the piping of roadside drains in Ngatea.

Letter – D Laurich

A meeting was yet to be held with Mr Laurich to discuss the request for a drainage outlet in the south western corner of the property leased from Mules.

Hunter – Waikaka Pump

The Drainage Manager advised that a meeting had been held with the parties involved regarding the drainage problem on Mr Hunter’s property. The proposal was to create a new drain following the Waikaka stream to the pump and to install a block at the 100 acre drain. The setting of the pump probe levels is to be discussed with Environment Waikato.

Drainage Tour

A tour of the district would be held on Wednesday 3rd April leaving from the Ngatea Service Centre at 9.00 am.

DRAINAGE REPORT (45.499.002)

The monthly report from the Drainage Manager was attached for the Committee’s consideration

THAT the report be received.

WPDD02/20 Hayward/Cox CARRIED

Pouarua/Maukoro Drainage Scheme (45.603.999)

Pouarua Drainage Scheme, Northern Area Pumps

The Drainage Manager advised that options were still being investigated for stablilising the Hopai West pump.

Miranda-Waitakaruru Foreshore Stopbank Reconstruction (45.608.001)

The Drainage Manager advised that the contractor had made good progress with the works on the Miranda-Waitakaruru Foreshore Stopbank Reconstruction.

Landowners, neighbours, iwi and other potentially affected parties had been consulted over the proposed extension of the foreshore stopbank north of Hot Springs Canal.

Hauraki District had advised there was no requirement for a consent for these works as the site was in the Coastal Marine Area administered by Environment Waikato. The consent had been lodged with EW, but concerns had been expressed by the shorebird society.

Environment Waikato would now consider the consent application and the consultation undertaken with the affected parties.

General (45.495.999)

The Drainage Manager advised that there had been a change of ownership in the vicinity of the Booms South drain. This would allow the old Stretton drain to be reopened as requested by C Chisolm.

The Drainage Overseer had inspected the site and advised that it would not be a major job to reopen the drain.

The Chairman commented that the drain could be opened providing that the cleanings were shared.

Rainfall (45.499.999)

A plot of the Ngatea Monthly Rainfall depths since 1993 were attached. The rainfall total for February was 39.5 mm.

FINANCIAL REPORT (45.499.003)

The financial report to 28 February 2002 was attached for members’ information.

RESOLVED

THAT the financial report on the operations of the Western Plains Drainage Committee for the 8 months to 28 February 2002 be received.

WPDD02/21 Cater/Paterson CARRIED

The Drainage Manager advised that he would meet with the Corporate Services Manager regarding the proposed rate for the Pouarua Scheme being included in the year’s rate collection. He would advise of the outcome at the next meeting.

J Hayward left the meeting at 11.30 am.

GENERAL BUSINESS

LAND DRAINAGE ASSET MANAGEMENT PLAN

A copy of the plan was included with the agenda for member’s consideration.

The Drainage Manager tabled a report outlining the plan and its requirement.

RESOLVED

THAT the Land Drainage Asset Management Plan be received

AND THAT it be noted that the DiSP is a substantial portion of the committee’s annual expenditure and the committee has reservations on the accuracy of the asset valuations and consequent calculation of the DiSP.

WPDD02/22 Carter/Spence CARRIED

There was concern regarding the valuations and DiSP figures in the plan. The Committee required clarity of the actual assets that were being depreciated, and the actual calculation of the DiSP amount. It was noted there were a number of stopbanks and floodgates that were being depreciated, but that would not require replacement, or would be abandoned.

Comment was made that accurate calculation of the DiSP was for the Western Plains Drainage District was important due to the large amount of assets that it has.

The Drainage Overseer asked members to let him know if there were any drains that needed including in the Mechanical Cleaning Programme for the coming season.
