RESOLVED
THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 26 March 2003 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Piping of the Pipiroa Roadside Drain
The Drainage Manager advised that the preliminary survey for piping the drain had been completed, but the final design work on pipe size and costings were not yet available, due to staff shortages.
The question of who would fund the road man holes was asked.
The Drainage Manager advised that this issue had been discussed at the last Plains Ward Committee meeting who were receptive towards making a contribution towards this, possibly along with some funding from roading.
Council may consider taking over the piping of urban drains, Ngatea, Kerepehi, Turua. There was general acceptance that stormwater may possibly become a ward function rather than a land drainage function, but main drains going through the town would need to remain as a drainage function. Boundaries would need to be defined.
Ngatea Town Drain
The Drainage Manager advised that the feeling at the Plains Ward Committee meeting in April was that the drain behind the Copper Kettle should be piped. Investigations and concerns regarding levels based on the existing pipe would be further investigated.
Removal of Block in Drain
The Drainage Manager advised that a letter had been written to Landcorp expressing the committee’s concerns regarding the removal of a block in the Pouarua Roadside drain. No response had been received yet.
Meritec engineering staff had had a preliminary tour of the southern stage prior to preparing a proposal for the committee’s consideration.
2003-04 Estimates
Resolution to increase the Ngatea Town Rate had been approved and included in the 2003/04 Draft Annual Plan.
The monthly report from the Drainage Manager was attached for the Committee’s consideration
Spraying
Tables of the drains sprayed in the period were presented. 98% of total drain length had been sprayed to the end of March.
Mechanical Cleaning
Tables of the drains mechanically cleaned in the period were presented. 2% of total drain length had been mechanically cleaned to the end of March.
Miranda-Waitakaruru Foreshore Stopbank Reconstruction
Hot Springs to District Boundary
Environment Waikato had advised that due to DoC’s concerns, the consent would probably be notified. It was unlikely that any new parties or information would come forward.
Karito Canal to Waitakaruru
The Drainage Manager advised that the contractor had made good progress with the borrow excavation. An assessment of the additional works required was being undertaken so a variation could be issued to the contractor for the remaining length of works.
The problem with access at the northern end was yet to be resolved.
The Chairperson and Mr Cox would meet with the landowner concerned and discuss the issue further.
SH 25 Culvert, Waitakaruru
Opus Consultants had confirmed the design proposal and it had been forwarded to Transit NZ for approval for works to be completed within this financial year. Responsibility for the maintenance of the drain from the culvert towards the floodgate would need to be accepted by the committee.
Culvert SH 27
There was concern regarding the new culvert being installed on the Waikaka Stream on SH 27 by Smithbridge. Members agreed that the committee should keep in contact regarding there concerns.
Rainfall
A plot of the Ngatea Monthly Rainfall depths since 1993 was presented. The rainfall total for March was 102mm.
The maintenance of the Hopai West Roadside drain was discussed. The owner would be informed that if the extension to the drain that he required was brought up to standard, the committee could consider taking over the maintenance of the drain.
RESOLVED
THAT the report be received
AND THAT the Western Plains Drainage District Committee accept the maintenance responsibility for 33m of drain from the outlet of the new culvert to the Stanfield floodgate.

FINANCIAL REPORT (45.499.003)
The financial report to 31 March 2003 was attached for members’ information.
The Drainage Manager explained the reporting of the financials to the meetings.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 9 months to 31 March 2003 be received.

GENERAL BUSINESS
The Chairperson advised that the six monthly WVS PRS Liaison Committee meeting was due to be held on 23 May, and that the display of the PRS plaque at Ngatea may follow the meeting.
There was concern at rubbish being dumped in the river and drains.
