The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

MATTERS ARISING FROM THE MINUTES
Floodgates
It was advised that the Pouarua Floodgate and inlet has been desilted.
Piping Open Drain in Paul Drive, Ngatea
It was reported that the piping of the open drain has been agreed to by the owner who will make a contribution. There is a side drain that may require the installation of a manhole which will increase the cost. The Drainage Manager will contact the owner regarding the extra cost of including the manhole.
Pump Operation
Pouarua Scheme Pumps
The Drainage Manager reported that the provision of generator plugs and switchover for the Central Road North pumps need to be addressed.
RESOLVED
THAT the Committee approve the provision of a standby generator connection to the pump.

Waitakaruru Bridge Collapse
It was reported that the Waitakaruru Bridge has been reinstated. Work is continuing to complete the resurfacing of the bridge.
The monthly report from the Drainage Manager was presented for the Committee’s consideration

NGATEA URBAN DEVELOPMENT
Paul Leonard Drain
The Drainage Manager advised that concept designs for the subdivision are currently being prepared. These include the option of incorporating the open drain in the landscape design.
Rainfall Information
The Drainage Manager advised the members that information on district rainfall is available at the end of each month, and it is proposed that it will be available on the Hauraki District Council website.
Pole – Phillips Road Corner
The Drainage Overseer reported that the Power Company have advised that they will be addressing the issue raised regarding a concern of a power pole stay located at the corner of Phillips Road causing a restriction for access of drain maintenance machinery.
It was suggested that a letter be sent to the landowner on the boundary of where hedge is located explaining that the hedge is causing an obstruction to the maintenance of the drain.
RESOLVED
THAT the Committee write to the landowner, raising the issue regarding the restrictions to the maintenance of the drain caused by the hedge bordering his property and the drain.

FINANCIAL REPORT (45.499.003)
The financial report for the 12 months ended 30 June 2005 was presented for the members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 12 months ended 30 June 2005 be received.

It was requested that Duncan Peddie, Councils’ Management Accountant be invited to the October meeting for discussions on ways to improve the financial reporting, with a view to providing more definitive detail of the reports. The Drainage Manager advised he will invite Duncan to the next meeting of the Committee which is to be held at the Paeroa Office on Wednesday, 26 October 2005.

LATE ITEM
Ngatea Town Drain - Hauraki Engineering Ltd
Guy Speedy requested the Committee consider a proposal to move an existing piped drain back onto the Drainage Reserve along the boundary to the rear of a commercial site occupied by Hauraki Engineering Limited. The proprietor of Hauraki Engineering Ltd wishes to build an extension to his building over the existing piped drain to extend right to the boundary of the Council reserve land. After discussion, the Committee agreed that the pipe should be moved and sited on the Council reserve land adjoining the industrial site concerned.
B A Carter left the meeting at 12.30pm.
The members requested that staff provide an estimate of costs to pipe and realign the drain onto the reserve and consider what contribution should be required from Hauraki Engineering Ltd and possibly the adjoining property owner towards this work.
RESOLVED
THAT staff prepare costing per metre of piping to realign the piped drain onto the Drainage Reserve
AND THAT the costs be shared on the basis of a contribution of 25% from the property owner, and a Council contribution of 75%
AND THAT the Chairperson of the District Drainage Committee, a local member of Council and staff meet with the landowner and adjoining landowner concerned to further discuss the proposal.
