THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 26 January 2005 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Department of Conservation – Grass Carp Application
It was requested what the status was of the Grass Carp Application with DoC. A concern was raised that the application had been terminated. In response, the Chairperson stated that the application had not been terminated but that it was agreed at the WPDD meeting of 27 January 2005 that any further costs related to the application should not be incurred by the Drainage Committees, and that the application progress.
Phillips Road Drain Culverts
The Drainage Overseer informed the members of the status of relocation of the drain adjacent to Kaihere Road. He stated that the slumping drain is to be filled, and a new drain excavated to the west of the existing drain.
Pipiroa Roadside Drain
The construction will commence later in the season.
District Tour
It was decided that the District Tour will be undertaken on Tuesday, 29 March 2005 commencing at 9.00am, from the Ngatea office.
The monthly report from the Drainage Manager was attached for the Committee’s consideration.

Spraying
The Drainage Overseer informed the Committee that a contractor has been engaged to assist with spraying while weather is suitable.
Rates on Drainage Reserves, and Utilites
Mr Duncan Peddie, HDC Management Accountant attended the meeting to explain to the members how Council rates district utilities networks. He advised rating is charged only for piped drains, in the case of the WPDD this is the stormwater network in Ngatea. It was asked what service the ratepayers received for the rating of the utilities. Mr Peddie explained that this rating of utilities covers all piped drains throughout the district. They are rated for taxation purposes, not for a service.
Miranda-Waitakaruru Foreshore SB Construction
Hot Springs to District Boundary
The Drainage Overseer reported that an assessment has been made regarding the possibility of trimming and shaping the bank in late summer.
Pipiroa Roadside Piping
Members requested the status of the construction of piping of this reach of drain and if the affected residents have been notified of the commencement date and disruption which will be caused. The Drainage Overseer advised that all the affected property owners will be advised prior to the works commencing.
Benner Drive Subdivision
A concern was raised that access to the piping for residents on the south side of Haywards Road has not been carried out. The Drainage Overseer stated that connections will be made, and affected residents have been advised.
Rountree Road Culvert
The Drilling contractor will commence within the next fortnight to lay a 450mm diameter pipe parallel to the existing 1800mm diameter pipe at a lower invert.
SH 25 Culvert at Waitakaruru
It was requested that the District Engineer attend the next meeting to update the members on the progress of the Waitakaruru Culvert under SH25.
FINANCIAL REPORT (45.499.003)
The financial report for the 7 months ended 31 January 2005 was attached for the members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 7 months ended 31 January 2005 be received.

MEMBERS COMMENTS
G Speedy – Drain behind Total Automotive has debris caught in drain, he requested that it be cleared.
Cr Challis – informed that there is large piece of concrete blocking the drain in the Kohunui Street culvert.
LATE ITEMS
Drain – North Side of Hugh Hayward Domain (residents letter)
A letter has been received from a resident located at the north side of the Hugh Hayward Domain which raises concerns that the open drain at the rear of their property bordering the domain and the soccer fields is deteriorating and is accumulating rubbish and may be a safety issue. The drain is approx 60m in length covering three properties. They have requested that the piping of this drain be investigated.
RESOLVED
THAT the residents be written a letter stating that the Committee will investigate the matter further.
WPDD05/06 Challis/Carter CARRIED
Subdivision Building Consents adjacent to Council drains
An issue was raised regarding new building projects in close proximity to public drains not being permitted before the commencement of building.
It was brought to the Committee’s attention that building consents have been issued that do not conform to the Drainage Bylaws.
It was commented that co-operation and communication between the Planning and Environmental Services Department and Networks Services Department be improved. The Drainage Overseer will communicate with the Planning and Environmental Services Manager regarding this matter.
The meeting closed at 12.20pm.
