The item was not on the agenda because the item was not available by the agenda deadline.
Discussion on the item could not be delayed because the item needed the attention of the Committee before the next meeting.

Waitakaruru Culvert
The District Engineer attended the meeting and provided an update on the construction of the Waitakaruru SH 25 Culvert. He stated that he had been advised that funding for the construction of the culvert is to be available from the end of June 2005.

MATTERS ARISING FROM THE MINUTES
Hugh Hayward Domain Open Stormwater Drain
The residents who wrote regarding the piping of the open drain in the Domain are to be advised that the drain is not programmed to be piped in the near future, but if they would consider making a financial contribution, the piping may be able to be completed sooner.
Rountree Road Culvert
It was inquired when the construction of the culvert would commence. The Drainage Manager reported that works should commence within the month.

WPDD05/10 Spence/Hayward CARRIED
Pipiroa Roadside Piping
It was asked when construction work to install piping along the Pipiroa Roadside would commence. It was advised by the Drainage Overseer that the construction would be divided into two separate stages and would commence in the second half of April subject to weather conditions.
Benner Drive Subdivision
It was reported that the Benner Drive subdivision has been completed. Connections to existing houses on Hayward’s Road have been completed except for approximately two properties.
Proposed Landcorp Subdivision
Wayne Bennett raised an issue regarding a problem of trees growing close to Council drains in the Landcorp block. Drains are currently maintained by the peat miners, and will require to be brought up to standard before the subdivision and possible sale of part of this block.
District Drainage Tour
Canal Road North Opposite Piggery
The road over the floodgate needs to be raised and the foreshore stopbank also needs to be reconstructed to design height.
Slumping at Hopai Road
This site was inspected and implications of stopbank relocation noted.
Cattle Crossing Roadway
A comment was made regarding a roading safety issue which has arisen due to the location where cattle are crossing a section of Kaihere Road. It was advised that discussions with new owners will be held to consider the options of relocating the crossing.
Ngatea Subdivision Piping – Paul Leonard Drain
The Drainage Manager advised that he had spoken with the Councils’ Property Officer (Dennis Lees) regarding the piping of the Paul Leonard drain along the length of the proposed subdivision.
It was commented that developers (as part of the conditions of development), must provide for the piped reticulation within new subdivisions. It was discussed that the piping of the length of the Paul Leonard drain on the southern boundary of the subdivision should be undertaken prior to development, as there will be pressure later to pipe the drain. If the drain is not piped, the reserve requirements will take a considerable area of land out of the potential development. Later piping would make the reserve redundant. The Committee would also have to consider the piping of the section from Pipiroa Road to the subdivision boundary.
RESOLVED
THAT the developer be requested to consider the piping of the Paul Leonard Drain on the southern boundary of the subdivision to allow for maximum land use of the subdivision development.

The financial report for the 8 months ended 28 February 2005 was presented for the Committee’s information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 8 months ended 28 February 2005 be received.
WPDD05/12 Speedy/Young CARRIED
Reporting of Financial Operating Statement
The Drainage Manager advised that there may be a change in the way in which the financial operations of the Drainage Districts will be reported. A revised budget will be presented rather than figures fixed at the beginning of the year. Forecasted expenditure will be reported against the approved revised budget.
It was requested that a graph be used to show more detail of cashflows and depreciation funding accumulation.
Wayne Bennett left the meeting at 12.10pm.

LATE ITEMS
Ngatea Town Drain
Guy Speedy stated he had been approached by a property owner requesting information on an possible application for consent to extend a building over top of a piped Council drain. The Drainage Manager stated that an application can be made, Council can grant approval to build within the required distance of the drain. Council will assess this, and may grant approval subject to details of design of the building, eg no load bearing on the pipe. Approval can be granted, subject to conditions.
The meeting closed at 12.20pm.
