MATTERS ARISING FROM THE MINUTES
Pump Operation
Pouarua Scheme Pumps
The Drainage Manager reported that the provision of generator plugs and changeover switches for the Central Road North pumps is in hand.
Financial Reporting
It was advised that Duncan Peddie, HDC Management Accountant, will be asked to attend the meeting in October for discussions on improvements to the reporting of the financial cashflow statements.

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

Paul Drive Open Drain
The Drainage Manager requested the Committee’s approval for the piping of the Paul Drive open drain.
RESOLVED
THAT the length of open drain within and along the rear boundary of No 2 Paul Drive, be piped with 600mm diameter pipe, plus two manholes, at an estimated cost of $16,000. The owner has agreed to pay the local (quarter) share.

Miller Place Open Drain
The Drainage Manager requested the Committee’s approval for the piping of the length of open drain in Miller Place, Ngatea. It is an expensive drain to hand clean, and will be cleaned shortly. It is opportune to pipe the drain immediately following a clean.
RESOLVED
THAT the length of open drain north of Miller Place, parallel to Haywards Road, be piped with 525mm diameter pipe, at an estimated cost of $10,000.

Robert Hicks provided an update on the Environment Waikato/Piako and Waihou River Schemes Liaison Committee meeting which he had attended recently. He stated that the issue of flood hazard risk on the Plains and a review of the river schemes were topics of significance discussed at the meeting.

GENERAL BUSINESS
The proposal to abandon the floodgates discharging into the Pouarua Canal on the west bank from SH2 to Hopai Road will be discussed with the landowners.
D E Challis left the meeting at midday.
LATE ITEM
Alan Harris Drain
Ross Young reported that he has received a query from a property owner, as to the maintenance responsibility of the Alan-Harris Drain. The drain lies between the Mangawhero Road drain, and Central Drain. The property owner had reported that the drain is overflowing and flooding onto their property. The Drainage Overseer stated that the responsibility for the lower portion of the drain, known as Section 7 Boundary drain, was the responsibility of Council. The drain west from this point was the owner’s responsibility. The maintenance of the upper end of Mangawhero Road drain is the responsibility of Council.
It was commented that there is a need to ascertain whether or not the drain served a communal purpose, and who the affected ratepayers are. It was suggested that the Drainage Manager and Drainage Overseer investigate the ownership and catchment of this drain and report back to the next meeting with a recommendation to address the matter.
The meeting closed at 12.30pm.
