MINUTES OF A MEETING OF THE WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL OFFICE, ORCHARD ROAD, NGATEA ON WEDNESDAY 26 JULY 2006 COMMENCING AT 10.30 AM

CONFIRMATION OF MINUTES

MEETING HELD ON WEDNESDAY 28 JUNE 2006

THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 28 June 2006 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Pouarua Canal

The Drainage Overseer referred to the issue raised at the last meeting by Guy Speedy that Council had dumped spoil at a location north of Phillips Road. Mr Speedy had contacted a Councillor directly to have the soil removed as well as notifying the Drainage Overseer of the issue. It was advised a contractor had moved the spoil, and dumped it adjacent to an EW stopbank, from where it had to be moved again by Council’s roading contractor. As well as this, the overseer had notified the contractor who had dumped the spoil in the first place to have it dealt with, so when they arrived the work had already been done.

The Drainage Overseer stated that to avoid this confusion and expense in future, any matters in need of attention noted by the members should initially be communicated directly to the Drainage Overseer or Drainage Manager so that they can address the problem without the need for Councillors or staff of other sections to become involved.

Landcorp Silage Stack

The Drainage Overseer advised that the used tyres from the Landcorp silage stack found in the canal have now been removed.

Floodgates on Maukoro Canal

The Chairperson advised that a meeting was held on 6 July 2006 with Committee members, staff and affected landowners for discussions on the floodgates located on the Maukoro Canal. He advised that the outcome of the meeting was that it be recommended that only one floodgate would be necessary to provide an outlet. It may be at a new site, rather than utilising any of the existing floodgates. The landowners requested one floodgate be installed in their drains at the rear of all their farms.

Other options were also considered:

RESOLVED

THAT the Canal East roadside drain be cleaned and as a ‘one-off’ measure to assess if this is a more viable option to installing a floodgate

AND THAT the landowners be notified of this decision.

RESOLVED

THAT Environment Waikato be requested to investigate the feasibility of installing a floodgate structure across the Maukoro Canal in the Waitakaruru township.

Removal of Power Pole on corner of Phillips Road

It was advised that the Drainage Manager has liaised with the Roading Manager regarding the removal of the insecure power pole located on the corner of Phillips Road. The Drainage Manager advised that the concern over the number of unstable power poles located around the Plains area was also raised at a recent meeting of full Council where it was requested that the District Engineer further investigate the problem and report back to Council in August.

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

Ngatea Town Drain – Hauraki Engineering

The Drainage Manager advised the Committee that the drain downstream to the floodgate is currently being surveyed. Pipes have been ordered in preparation for the works in the Hauraki Engineering property to commence.

Paul Leonard Drain

Robert Hicks advised that the Paul Leonard Drain is in need of cleaning.

Floodgates on Eastern Side of Pouarua Canal

Robert Hicks advised that the old floodgates at the location need to be removed as they are leaking and requested that they be dug out.

 

FINANCIAL REPORT (45.499.003)

The financial report for the 12 months ended 30 June 2006 was presented for members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 12 months ended 30 June 2006 be received.

Capital Expenditure Programming

It was requested that a summary of capital expenditure from 2000 be provided for the workshop to be held at the August meeting.
