THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 26 April 2006 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Stopbank Toe Drains
A member asked if staff had met with Environment Waikato to discuss ownership and maintenance responsibilities of the stopbank toe drains. The Drainage Manager advised that he will be scheduling a meeting with Guy Russell of Environmental Waikato as soon as practicable to review the matter.
Confirmation of control block in the Muggeridges Drain (issue raised under District Tour notes)
It was requested that the Drainage Overseer confirm the location and operation of the control block.
The Drainage Manager and Drainage Overseer updated the members on the status of issues raised at the April meeting resulting from the District Tour.
The control block in the drain at the west end of the Council property on Kaihere Road is to be checked for operation.
Erosion protection downstream of Paterson’s culvert to be actioned.
Pouarua Canal silt check to be undertaken.
Mangawhero Stream works after 1 July.
Phillips Road floodgate sluice to be opened to maximise floodgate discharge.
Waitakaruru Stream Stopbank Reconstruction
As reported in the minutes under the above item, it was noted that the contract work to be undertaken was not at the Karito Canal and should be corrected to read Waitakaruru Stream.

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

Ngatea Town Drain – Hauraki Engineering
The field work for the drain survey has been completed. The drawings are expected shortly. It was noted that the survey needs to include the remainder of the drain downstream to the floodgate to ensure that the appropriate invert and grade is used in the construction of any new piping works in the drain.
Paul Leonard Drain
The Drainage Manager advised that Council has received the draft report supporting the application for the proposed rezoning of the block of land north of Mahana Road, and will be considering this report in due course.
FINANCIAL REPORT (45.499.003)
The financial report for the 10 months ended 30 April 2006 was presented for members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 10 months ended 30 April 2006 be received.

Capital Works Expenditure
The Drainage Manager advised that the Committee needs to consider what capital works items they require to be programmed for the following year and suggested that one of the meetings between July and November include a workshop specifically to review the priority of capital works for the following year.
GENERAL BUSINESS
EW WVS PRS Liaison Subcommittee
Robert Hicks reported on the discussions held at the meeting of 3 May 2006 in Hamilton. The meeting was a joint meeting of all the region’s advisory committees. The preliminary report on the Piako River hydraulic study indicated that the channel is more stable than was originally estimated to be, and the at-risk stopbank remedial works were not now as urgent.
Members Comments:
Darryl Cox – floodgate is blocked.
Guy Speedy – culverts north of SH2 are blocked with debris. Possible relocation of this drain is to be investigated.
The meeting closed at midday.
