MINUTES OF A MEETING OF THE WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 25 OCTOBER 2006 COMMENCING AT 10.30 AM

THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 27 September 2006 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Residential Development

The Drainage Manager clarified an item in the September report which referred to a proposed development off Factory Lane.

Council Subdivision – Ex Leonard Land

Robert Hicks requested that the wording recorded in the minutes of the meeting held on 27 September be changed to reflect that the concern he raised at the subdivision related to the ‘future capacity’ of the water storage and not the ‘limited capacity’.

The Drainage Manager outlined the proposed piping at Council’s subdivision on the ex Leonard land, Ngatea. A projected GIS map was provided for the members’ information which detailed the layout of the proposed plan of piping at the subdivision.

The Committee expressed their appreciation of a difficult job well done in good time.

Brian Carter attended the meeting at 10.40am.

The monthly report from the Drainage Manager was presented for the Committee’s consideration

Appointment of Replacement Drainage Overseer

The Drainage Manager advised of the appointment of Bruce (Goldy) Stephens as the new Drainage Overseer replacing Steve Clark. Council are presently undertaking recruitment to replace Bruce in his previous position as Drainage Foreman.

The Chairman welcomed Bruce to the meeting.

The members were advised of the invitation to all Drainage Committee members to attend an evening function to be held on Friday 10 November at the Ngatea Hotel in appreciation of Steve’s contribution to all the District Drainage Committees’ in his previous role as Drainage Overseer.

Reconstruction of Waitakaruru Stream Stopbank

The Drainage Manager explained the work to be undertaken to reconstruct the stopbank which has been released to selected contractors for a tender closing on 8 November. It is proposed that the stopbank profile will start from the top on the riverside.

Realignment of the left bank of the Waitakaruru Stream downstream of the SH25 bridges

Options to consider the rerouting of the stopbank were discussed. It was suggested that the first two corners of the stopbank could be straightened to ease the flow path immediately downstream of the bridges. Design and land requirements will need to be assessed.

Culvert under Pouarua South Road

The Drainage Manager will advise the Roading Manager about the state of the embankment over the culvert under Pouarua South Road at the intersection with Hopai West Road.

FINANCIAL REPORT (45.499.003)

The financial report for the three months ended 30 September 2006 was presented for the members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the three months ended 30 September 2006 be received.
