CONFIRMATION OF MINUTES

MEETING HELD ON WEDNESDAY 24 JANUARY 2007

THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 24 January 2007 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

D R Leonard Land at Kaihere Road, Ngatea – Ponding Issue

The matter of ponding on landowners property was raised. It was advised that members and staff will be meeting with Mr Leonard on Thursday 1st March. The members were shown the various District drainage rates, and Regional river scheme rates charged on this property.

To justify the WPDD carrying out work to address the ponding problem, it was commented that the owner would be expected to pay a higher drainage rate for a level of protection not currently provided. The area is not within the PRS ponding zone.

The Chairman and staff will report on discussion held with the landowner to the next meeting.

Drain Maintenance Reports

The Drainage Manager advised that rationalising GL codes will be carried out when the future upgrades are made to Council’s record management system.

The monthly report from the Drainage Manager was presented for the Committee’s consideration

THAT the report be received.

Paul Leonard Development

Discussion was held regarding the piping of the Paul Leonard Drain. The Committee stressed the preference that this drain be piped before subdivision is fully developed. The advantages in piping the drain were highlighted in that the area piped can be used as reserve adding value to the development.

Masonic Village Development

The Drainage Overseer advised of stormwater drainage completed at the Masonic Village site which is progressing well. It was explained that the property is on one title which is owned by the Trust and will consist of 20 domestic dwellings.

Rainfall

Rainfall for the period from 1 July 2006 to 31 January 2007 was 200mm below average.

 

CAPITAL WORKS PROGRAMME

Waitakaruru Stream Stopbank, Maukoro Canal to Twin Bridges Right Bank

The Drainage Manager advised of the acceptance of tender from Kerepehi Transport for the reconstruction of the right bank and updated the members on the reconstruction of the left bank also.

Rawerawe Road/River Road Stopbank

The Drainage Manager advised that Environment Waikato staff have informed Council of the successful tender for the road realignment, and that tenders were being called for the stopbank reconstruction part of the works.

District Tour

It was agreed that a tour of the drainage district be undertaken on Monday, 23 April 2007.

 

FINANCIAL REPORT (45.499.003)

The financial report for the 7 months ended 31 January 2007 was presented for the members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 7 months ended 31 January 2007 be received.

GENERAL BUSINESS

Drainage Foreman Position

Members inquired if the Drainage Foreman position has been filled. It was advised that the position is still vacant and has been re-advertised. Applications close on Thursday, 1st March 2007.

Redundant floodgate flaps. Private owners of the redundant floodgate flaps installed on the Pouarua Canal may be due some proceeds from the sale of these items. The Drainage Manager will follow up.

The meeting closed at 12.10pm.
