MINUTES OF A MEETING OF THE WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 28 MARCH 2007 COMMENCING AT 10.30 AM

THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 28 February 2007 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

D. Leonard Land at Kaihere Road, Ngatea – Ponding Issue

The Chairperson advised he and members and staff met with D Leonard regarding this issue. The Leonard’s have requested that the stopbank be tidied up and the drain be cleaned. Mr Leonard will put floodgates at the outlets and tidy up gaps in stopbank. It has been agreed that the Committee will cover the costs for the maintenance work required to form the stopbank from machine cleaning of the Waikoura Canal.

Drainage Foreman Position

Appointment of replacement foreman has not been confirmed.

Paul Leonard Development

The Chairman requested an amendment be made to the discussion recorded at the previous meeting regarding the piping of the Paul Leonard Drain.

The wording to read:

The Committee stressed that the subdivision resource consent condition be that the drain be piped before subdivision is fully developed.

The Drainage Manager advised the Committee that their views must be advised to Council by way of a recommendation.

The monthly report from the Drainage Manager was presented for the Committee’s consideration

Drain Spraying

The Drainage Manager tabled an updated the drain spraying data due to the original report in the agenda being incomplete.

Rainfall

It was noted that the rainfall sslow average for the year to date from 1 July 2006.

Reshaping of Stopbank

The stopbank at Front Miranda Road to Back Miranda Road needs to be reshaped. The Drainage Manager and Drainage Overseer are to follow up.

District Tour

It was agreed that the tour of the drainage district be held on Monday, 23 April 2007 to commence at the Ngatea Office at 9.30am.

It was requested that the members located at the southernmost areas of the drainage district consider priority areas they considered required investigation by the Committee at the start of the tour.

P Paterson raised a concern with the erosion protection works in the drain downstream of his underpass. The Drainage Overseer advised that the material had been sourced, and the work would be undertaken when the machine was in the area.

Insufficient Spraying result from Helicopter Spraying

A member raised a concern of the insufficient cover of spray by helicopter. The Drainage Overseer advised he is flying with the helicopter contractor to review areas of drain requiring urgent re-spraying due to insufficient chemical cover for the last spray.

 

FINANCIAL REPORT (45.499.003)

The financial report for the 8 months ended 28 February 2007 was presented for members’ information.

THAT the financial report on the operations of the Western Plains Drainage Committee for the 8 months ended 28 February 2007 be received.
