THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Tuesday 24 April 2007 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Machine Cleaning and General Maintenance Issues – District Tour

The Drainage Overseer advised that following the observation noted on the District Tour, that the drain at the Aitchison Outlet required cleaning, Robert Hicks, Peter Paterson and he have inspected the drain and it has now been cleaned. Trees will be removed and disposed of in the summer.

Canal Road East by Davis Property

It was advised the status of leaking floodgate on Canal East Road by Davis property has been checked. It has now been cleaned.

DRAINAGE REPORT (45.499.002) (21KB)

The monthly report from the Drainage Manager was presented for the Committee’s consideration

RESOLVED

THAT the report be received.

Mechanical Cleaning

23,530m of drains have been machine cleaned in Areas 4, 5, and 6. This is 8% of the total drain length.

NGATEA URBAN DEVELOPMENT

Paul Leonard Development

The modelling programme at the development is underway. A portion of funding towards investigations is to be sourced from WPDD budget but the bulk of the funding is to be carried by the developer (Community Services). Investigations are to be carried out in June by a consultant. Following the outcome of the investigation, a definitive proposal for the treatment of the drain will be able to be made.

Floodgates and Pumping at Canal East Road, Road Side Drain Culverts (as shown on GIS)

A brief survey of the number, size and location of private culverts in the Canal East roadside drain has been undertaken. It was proposed that staff and the Chairman meet with Ian Sara of Environment Waikato for discussion on the retention of floodgates. Environment Waikato is proposing to reconstruct the stopbank, and wish to rationalise the number of floodgates in the reach.

It was suggested and agreed a further level survey of the drain and culvert inverts be carried out, and a meeting be arranged with environment Waikato.

Staff Replacement for Drainage Foreman Position

The filling of the vacant position of Drainage Foreman has been unsuccessful. Council are employing existing staff to carry out the work of Foreman.

 

FINANCIAL REPORT (45.499.003)

The financial report for the 10 months ended 30 April 2007 was presented for the members’ information.

RESOLVED

THAT the financial report on the operations of the Western Plains Drainage Committee for the 10 months ended 30 April 2007 be received.

GENERAL BUSINESS

Brian Carter – noted that a considerable amount of metal is caught on culvert at the intersection of Pouarua South Road and Hopai West, and requested the road maintenance contractor be required to remedy this.

Guy Speedy – Requested that all culverts be inspected and cleared if necessary.

Darryl Cox – The lessee of the northern stopbank property has not able to be contacted to graze the stopbank.

Brian Keane – noted that the power company contractor will be working on straightening poles, and asked what effect power outages will have. Council has been advised of the periods of power cuts to its pump stations.

The meeting closed at 12.00.
