THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 26 September 2007 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Letter to Landowners - L Coates and G McConnell, RD6, Thames

The members inquired if landowners L Coates and G McConnell have been corresponded with regarding payment of floodgate flaps and the widening of the drain on their property to address issues of ponding on their property.

The Drainage Manager advised that staff have yet to correspond with the landowners regarding this matter.

Ownership of Floodgates and Outlets

It was requested that the Drainage Manager and the Drainage Overseer contact Wayne Bennett to seek clarification regarding ownership of floodgates and outlets to the Pouarua Canal.

Piping of Open Drains in Ngatea

A general discussion was held regarding the proposed works to pipe open drains in conjunction with the development of the Ngatea North subdivision. The Committee requested estimates be prepared for the following reaches of open drain:

Pipiroa Road to North subdivision, alongside the Catholic Church property

Domain to Mahana Road, east of Pipiroa Road

Mahana Road to North Subdivision, east of Pipiroa Road

The monthly report from the Drainage Manager was presented for the Committee’s consideration

THAT the report be received.

Canal East Road, Roadside Drain Culverts

Following discussion held with landowners regarding changes to drainage orientation in the area between Maukoro Canal and Central North Road, south of the Pouarua pumps, and the agreement of Environment Waikato to assist the completion of the works in lieu of floodgate construction, it was resolved to proceed with the works, subject to final agreement with EW on the cost of the works.

RESOLVED

THAT the Committee notes that the Canal East Road landowners have agreed to the elimination of the floodgates to the Maukoro Canal

AND THAT the drainage be reoriented to the east to the Central North drain by the reconstruction of two boundary drains to become Council drains

AND THAT floodgates be fitted to the Council drains, and to the major private drains connecting to the Central North drain

AND THAT EW has resolved to fund the drainage reorientation works as an alternative to the reconstruction of the Maukoro Canal floodgates

Pump Generator Connections

Discussion was held regarding pump generators. It was advised that connections will be standardised with the drainage network. NZ Generator Limited, based in Auckland and Tauranga is preparing a contract for all Council’s installations.

There was no financial report this month.

Don Challis - Blockage at Murray Atiken’s property

Darryl Cox- problem with his floodgate – the Drainage Overseer will investigate.

Brian Carter - Transit NZ – queried the responsibility for water draining through private property from the state highway.

Don Challis- requested spot spraying of drains be undertaken generally to kill new weed growth.

The meeting closed 12.10pm.
