MATTERS ARISING FROM THE MINUTES
Letter from Landowners - L Coates and G McConnell, R D 6, Thames
It was requested that a letter be sent to landowners, L Coates and G McConnell advising them of the outcome of discussion regarding payment of floodgate flaps and the widening of the drain on their property to address issues of ponding.
Ownership of Floodgates and Outlets
Discussion was held regarding the need to determine ownership and maintenance responsibility for the private floodgates and outlets to the Pouarua Canal. In some cases outlets and gates are not being maintained to standard, and are putting other properties at risk.
The members were advised that work has been carried out to close the floodgate on the north east side of the intersection of SH 2 and the Pouarua Canal.
A member advised that the Rawerawe Floodgate is not operational and the Hopai floodgate is leaking. The Drainage Overseer will investigate.

Paul Leonard Development
The Drainage Manager advised of the preliminary findings of the hydraulic investigations and modelling of the Ngatea urban catchment. It appears that the piping of a section of the Paul Leonard drain adjacent to the proposed development north of Mahana Road will not cause any adverse ponding effects.
Brian Carter attended the meeting at 11.15am.
Canal East Road, Roadside Drain Culverts
The Environment Waikato WVS-PRS Liaison Subcommittee recommended that the region contribute to the reconstruction of the roadside drain, and the private access culverts. Further discussions with EW staff have lead to the proposal to reorient the drainage east to the Central North drain, which has direct connection to the Central North pump station, and which is the long term drainage pattern due to the peat settlement.
This would enable Council to abandon the roadside drain, with its attendant problems of traffic management at the time of maintenance, and provide access to the pumped system. The savings to EW in not having to construct floodgates to the Maukoro Canal can be offset against the costs of drainage re-orientation.
RESOLVED
THAT the affected landowners be contacted again to ascertain their views of the possible drainage re-orientation, and if agreement can be reached, then the drainage be re-directed east to Central North Drain.

The Drainage Manager is to arrange a further meeting between Council staff, Chairman, local members and owners to discuss the alternative scheme.
Pump generator connections
The Drainage Manager presented a report on pump generator connections. He advised that the generator supply company has inspected all Council’s pumped installations (Water Supply, Sewer, Land Drainage), and is preparing a proposal to supply generator capability for all installations. The same company was to have provided a similar proposal to Environment Waikato for their flood pump stations. No report has been received at the time of preparation of this agenda report.
The Drainage Manager advised he will present prices for these installations once they have been received from the supply company, to the next meeting, and a copy of the agreement with the company to provide the standby generation capability.
Leonard Street Piping
The Drainage Manager advised that a cost estimate to pipe the length of open drain from the north east corner of the Masonic development block to the piped reticulation in Leonard Street has been prepared. The estimated cost is $20,500. It was requested the Committee consider approval of this piping work to be undertaken at the cost provided.
RESOLVED
THAT the piping of the 72m length of open drain between the Masonic development and Leonard Street with 450mm diameter RCRRJ pipe, at an estimated cost of $20,500, be approved.

GENERAL BUSINESS
EW WVS-PRS Liaison Subcommittee Meeting
Robert Hicks advised of the EW WVS-PRS Liaison Subcommittee meeting held on 6 September. One discussion topic of interest was Piako - long term funding presentation, based on EW’s Long Term Community Plan. Robert advised of the Regional Council’s representation on the Liaison Subcommittee. The election of representatives to the Committee will be held in March/April 2008.
Presentation of Annual Plan Estimates
The Drainage Manager advised that Council’s Strategic Planning Manager, Jolene Nelson would be presenting the Annual Plan Estimates to a combined Drainage Committees workshop, possibly after the next WPDD meeting in October.
