MINUTES OF A MEETING OF THE WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 29 APRIL 2008 COMMENCING AT 10.30 AM

CONFIRMATION OF MINUTES

MEETING HELD ON TUESDAY 25 MARCH 2008

RESOLVED

THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Tuesday 25 March 2008 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Trees on Aitchison Outlet Drain

At the last meeting, Peter Paterson requested that the trees located on the drain banks on Aitchison Outlet at Patetonga be removed. The trees required removal as they were causing restriction to mechanical cleaning and could cause blockages. A meeting was to be arranged by Peter Paterson with the landowners concerned, Robert Hicks, the Drainage Overseer and the Drainage Manager. Robert Hicks advised they were yet to meet with landowners.

DRAINAGE REPORT

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

RESOLVED

THAT the report be received.

Drain Maintenance Record

It was requested that the dates of last machine cleaning be added into the Drain Maintenance spreadsheet.

Pump Maintenance

The total pump usage for the year is just over the annual average total.

Ngatea North Development (North of Paul Leonard Drain)

Council’s Technical Services staff are working on the design of services for this proposed development. No further information on the options for piping the drain has been received.

A general discussion was held regarding the piping of the Paul Leonard Drain as part of the development.

Masonic Retirement Village

A general discussion was held regarding the proposal to pipe a drain at this location.

Canal East Road, Drainage re-orientation

Agreement has been reached with EW staff on the basis of the contribution to the drainage re-orientation, and floodgate construction costs. Tree clearing and fencing have commenced, and early indications are that the works will be completed under budget.

The two new drains run from east to west from the Canal East roadside drain to the Central North drain, a distance of approximately 1,350m each. The new drains will be type B, and will need to be given a name and number and included in the WPDD drain schedule for Area 4.

Unallocated numbers in the vicinity of other drains in the area are 45 and 49.

It is proposed that the drains be named "Maukoro-Central North, and Maukoro-Central South. The member’s agreed that the proposed naming of these drains be approved.

RESOLVED

THAT the two new drains between Maukoro Canal and Central Road North Drain be taken over by the WPDD, and named:

B45 Maukoro-Central North, and

B49 Maukoro-Central South

EW River and Catchment Schemes Liaison Subcommittees

The members were advised that Environment Waikato will be holding a meeting at the Ngatea Hall on Wednesday 14 May at 7pm to present the Regional Council’s view on the Waihou and Piako River schemes Funding Review.

Committee Nominations

Nominations for the committee positions closed with all areas being represented. In one drainage area, two nominations were received for the one position. It was agreed that the Committee recommend to Council to accept the nomination of two candidates for the one position.

RESOLVED

THAT it be recommended to Council that one additional member be approved to represent the Pouarua/Maukoro area of the WPDD Committee.

MEMBER’S COMMENTS:

Flood gate on Pouraua Road

Brian Carter requested that the former owners of floodgates now abandoned be paid for the floodgates at the residual value of the gate.

The members agreed that this matter be followed up by the Drainage Manager.

Drain 76

Guy Speedy advised that there is a stump in Drain 76 located on the Boundary of Dales and Hudson’s property which requires removal.

Darryl Cox asked when the work will be carried out at the northern end of the Foreshore Stopbank in the Miranda area. The Committee was advised that if material is available, the works can proceed at any time suitable.

FINANCIAL REPORT

The Chairperson advised that he had spoken with the Corporate Services Manager who has advised that the financial reports will be presented from the next meeting onwards.

 

GENERAL BUSINESS

Generators for Pumps

Robert Hicks asked what the status is for the hire contract for standby generators for the Council pumps. The Drainage Manager advised that the contract had not been finalised. The Committee was advised of an additional source of supply that may be available.

The Drainage Manager advised he will further investigate the generator supply contract.

THAT an alternative source for the supply of generators be further investigated.
