MINUTES OF A MEETING OF THE WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 29 JANUARY 2008 COMMENCING AT 10.30 AM

Mechanical Cleaning

The Drainage Manager reported that a section of Town Drain and all of French drain have been machine cleaned. The Ngatea Town drain upstream of Darlington Street caused some concern in mid December. The water quality deteriorated due to the dry conditions and some fish died. The floodgate was opened to give the drain a flush over a high tide.

Subdivisions Approved

Peter Paterson advised he had not been informed of subdivisions applications approved and requested that member’s be advised of approvals in their areas.

Paul Leonard Development

Staff is currently evaluating the relative costs of spun concrete pipe and pre-cast box culvert units for the piping of the Paul Leonard drain in the vicinity of the proposed Ngatea North subdivision.

The Drainage Overseer advised of preliminary cost estimates of the piping of the Paul Leonard drain.

The member’s were advised that construction of piping would not commence until next construction season.

Rainfall

Rainfall is considerably below average. It was noted that it was the driest January in many years.

A plot of the Ngatea Monthly Rainfall depths since 1993 was attached. The rainfall totals for November and December were 40 and 53mm respectively.

Canal East Road, Roadside Drain Culverts

Details of the drainage re-orientation in the area between Canal East Road and the Central North Drain have been forwarded to Environment Waikato. EW staff is considering the extent of works to be undertaken this summer, in conjunction with the proposed stopbank reconstruction.

Pump Generator Connections

Ngatea Electrical has commenced the fitting of generator connections to the Council pumps at Miranda, Hopai West, Martinovich and Rawerawe West stations. No additional information has been received from NZ Generators Ltd.

The members requested that it be confirmed that generators will be available in case of flood situations. Brian Carter expressed his concern that there may be no generators and standby generators available. Requested staff liaises with other contractors outside of the present one to see if they can supply generators as a backup option.

Ngatea Open Drain Piping

The reach of open drain between Pipiroa Road and the east side of the properties has been completed. The reach between the Paul Leonard drain and across Mahana Road has been completed. The reach of the Paul Leonard drain between Pipiroa Road and the start of to subdivision drain is expected to be completed before the downstream portion of the Paul Leonard, alongside the subdivision development.

River Road/Rawerawe Road Drain Realignment

The realigned drain in the vicinity of the stopbank reconstruction and road relocation has not been finished to standard. Environment Waikato staff are arranging the finishing of this work.

 

FINANCIAL REPORT (45.499.003)

There is no financial report available. The Drainage Manager advised that there are no major changes to operation items for the WPDD Committee.

It was agreed that a date be set for the annual District Tour of the district at the next meeting.
