NOTICE IS HEREBY GIVEN THAT A MEETING OF THE PAEROA WARD COMMITTEE WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON MONDAY 6 OCTOBER 2003 COMMENCING AT 1.OO PM

3. CONFIRMATION OF MINUTES

MEETING HELD 1 SEPTEMBER 2003 1-4

RECOMMENDATION

THAT the minutes of the meeting of the Paeroa Ward Committee held on Monday 1 September 2003 be taken as read and confirmed.

5. COMMUNITY SERVICES

5.1 COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021) 5-21

The Community Facilities Managers monthly report on activities is attached for the Committee’s consideration.

RECOMMENDATION

THAT the Community Facilities Managers report be received.

AND THAT as per Option C above, the Committee declines the request, and advise the Paeroa Croquet Club accordingly.

AND THAT as per Option C above, the two Silver Birches, Betula Spp, located on the road reserve outside 69 Willoughby St Paeroa, be felled and removed and replaced with one tree, located 4 m east of the driveway entrance and north of the existing overhead power lines.

5.2 REQUESTS FOR FINANCIAL ASSISTANCE 22-32

The Paeroa Ward committee has been allocated $8000 for discretionary grants during this financial year.

A letter has been received from the Secretary of the Hikutaia School 125 Year Reunion committee requesting a grant of $500 towards running of this event. The reunion will be held over the weekend of 27-29 February 2004.

A letter has been received from the Coordinator of Paeroa Neighbours requesting a grant of $1,500 towards purchasing food requirements for the food parcels.

RECOMMENDATION

THAT the requests be received

AND THAT consideration be given to these requests.

5.3 TEMPORARY CLOSURE OF STREETS [40.000.500] 33-34

The Paeroa Promotions Trust Inc. has applied for the temporary closure of streets in Paeroa for the one-day motor cycle racing event on the streets of Paeroa on Sunday 22 February 2004.

RECOMMENDATION

THAT it be recommended to Council that pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 it approve the temporary closure of the following roads on Sunday 22 February 2004 between the hours of 6.00am and 6.00pm.

AND THAT no objections to the closure, which are upheld by Council, are received

AND THAT any requirements of Transit New Zealand and the Traffic Services Division of the Police Department are complied with.

AND THAT written acknowledgements from the owners/occupiers of residential properties located on the circuit be supplied to the effect that they are fully informed of the event

AND THAT signage and barricading of the roads to be closed and alternative routes shall be provided, to the satisfaction of the District Engineer and shall be supplied, erected and dismantled by Council at the cost of the organisers.

AND THAT the organisers shall be responsible for the placement of temporary rubbish containers, the emptying of all rubbish containers and the removal of all rubbish within the road closure area to the satisfaction of the District Engineer.

AND THAT the organisers shall arrange adequate public liability insurance ($1m) in respect of any and all claims arising from the event.

AND THAT any further conditions or requirements of Council associated with the event, imposed by the District Engineer or Manager Planning and Regulatory Services pursuant to the resource consent shall be complied with.

AND THAT the Organisers shall meet all the costs of Council associated with the event, and indemnify the Council against any loss arising from the event.

AND THAT the Organisers shall enter into a bond with Council to cover the Council’s costs associated with the event and to ensure compliance with the above conditions.

AND THAT permission be given for the use of the plaza area in the town centre in conjunction with the event.

AND THAT alternative routes for State Highway 2 and State Highway 26 traffic shall be provided as follows:

Detour via Station Road, Thames Road, Arney Street, Willoughby Street and Victoria Street.

Bus services affected by the road closures shall be given access through Willoughby Street to set down and pick up passengers in the vicinity of the public toilets. Clear signage at the normal bus stop explaining where the temporary stop is located is required.

 

Roads to be Closed

Belmont Road from Station Road through Normanby Road to Victoria Street; Arney Street from Willoughby Street to Princes Street (State Highway 26); Princes Street; Wharf Street; Marshall Street; Hughendon Street; Francis Street; William Street; Hall Street; Mackay Street; Corbett Street from Belmont Road to Willoughby Street, and Willoughby Street from Corbett Street through to Arney Street.

The proposed closure was advertised in the Hauraki Herald on 9 September (with objections closing 15 October 2003).

RECOMMENDATION

THAT the report be received.

AND THAT the Minor Safety Projects detailed in 11.1 above be approved subject to the estimates not exceeding the Transfund approved allocation.

AND THAT the proposed Footpath Capital work programme for Waihi as shown in item 16.1 of this report be approved

AND THAT the proposed Footpath Capital work programme for Paeroa as shown in item 16.2 of this report be approved

 

7.2 UTILITIES: MONTHLY REPORT (01.001.028) 44-46

The Utilities Manager’s monthly report to the Works Committee is attached.

GENERAL BUSINESS

8.1 Naming Road 49-50

Attached please find a letter from Mr I Wood asking Council to name the section of road he has created as a result of the subdivision development adjacent to the Paeroa Race course property.

RECOMMENDATION

THAT the name of "Alpha Road" be considered.
