MATTERS ARISING FROM THE MINUTES

Pukerimu (Paeroa) Cemetery

Discussion was held regarding the option not to install a public toilet at the cemetery. It was decided to review the costs involved and to further consider the option at a later date.

COMMUNITY SERVICES

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021)

The Community Facilities Managers presented the monthly report on activities for the Committee’s consideration.

THAT the Community Facilities Managers report be received.

Paeroa Amateur Athletic Club

A letter has been received regarding a request for relief from payment of some of the charges for electricity at the Domain.

RESOLVED

THAT the Paeroa Amateur Athletic Club be charged for the fixed electricity daily charge portion of the electricity charges for the Paeroa Domain grandstand at the rate of $150.00 excl. GST per annum.

Thames Valley Rugby Football Union (Inc)

A letter has been received from the Thames Valley Rugby Football Union (Inc) requesting the renewal of the Lease for a further term of three years from 1 April 2004 to 31 March 2007.

RESOLVED

THAT the increases for Area A and Area B be accepted and that staff organise a meeting with the TVRFU (Inc) to discuss the proposed rent of Area C.

AND THAT, upon Council receiving payment for the arrears rent, the Lease between the Thames Valley Rugby Union and Council be renewed for a further term of three years from 1 April 2004, on the following terms and conditions:

That all costs associated with the renewal be met by the Thames Valley Rugby Union, in accordance with Clause 6.

That the rent be increased, in accordance with Clause 2 (f) to:

Area A: Committee Room $359.42 excl GST

Area B: Grandstand and 2 Fields $538.73 excl GST

END OF SEASON POOL REPORT – 2003/04

The Plains and Paeroa Ward Committee’s met at 11.30am to further consider the recommendations outlined in the Pool Supervisor’s report.

Members appreciated the depth of the report stating that it covered a range of issues well. It was agreed that the ‘free’ month of January was successful although due to the popularity of the free admission, it contributed for the need for a more regulated control, both in and out of the water during peak times.

Further discussion was held whether to continue the ‘free’ January, or to make admission to the pools free the entire season, as the cost recovery is minor in comparison to the operating cost of the pools, and arguably, it does cost more to collect and administer than what the actual revenue is. 

RESOLVED

THAT the ‘free’ January continue at each pool

AND THAT lifeguard chairs not be installed

AND THAT the uniform will not include singlet’s/sleeveless tops

THAT numbers of people be restricted entering facility during peak times, to assist with controlling behaviour in and out of the water

AND THAT the Community Facilities Manager meet with Pool Users (each Pool) prior to opening of season to discuss issues.

PAEROA WAR MEMORIAL HALL – ROOF INVESTIGATIONS

The Community Facilities Manager presented a report regarding the Paeroa Memorial Hall roof investigations.

RESOLVED

THAT the report be received

AND THAT Option C be adopted as the most preferred option for repair/replacement

AND THAT provision of $40,000 for repair work to the roofing system be included in the Draft LTCCP for 2004/2005

AND THAT sufficient funds be included in the Draft LTCCP for 2004/2005 to undertake necessary internal repairs.

REQUESTS FOR FINANCIAL ASSISTANCE (20.030.011)

The Paeroa Ward Committee has been allocated $8000 for discretionary grants during this financial year. Grants totalling $950 - $200 to Paeroa Croquet Club, $750 to Paeroa Neighbours, and $1000 to Paeroa Highland Games & Tattoo Committee Inc. – have been made leaving a balance of $6,050.

A request has been received from the Thames Valley Special Olympics (Goldfields School) for assistance with the cost of hiring the Memorial Hall. The TVSO plan to hold their annual indoor bowls triple ribbon day in the hall on Saturday 31 July from 10:00am to 3:00pm

A letter has been received from the Coordinator of Hauraki District Sport requesting free use of the Paeroa Memorial Hall on behalf of the Paeroa Gentle Exercise to Music group. The large room is booked on Tuesday’s from 10:00am to 11:00am by this group and the hall hire costs would be ($6.00 per day for 36 weeks) $216.

A letter has been received from the Paeroa Community Support Trust who hold the lease to the Paeroa Skate and Leisure Centre. They write expressing their failure to pay the insurance policy and consider that the policy is of little use to them. The annual fee for insuring the $903,000.00 (replacement value) building is $3430.00 and a separate fee is required for any chattels.

Discussion was held regarding the reminder notice requesting payment sent out by Council of the outstanding account of the insurance policy being misinterpreted by the Skate and Leisure Centre. It was stated that the letter was a reminder notice and not a letter notifying of debt collection.

RESOLVED

THAT $85.00 be granted to the Thames Valley Special Olympics (Goldfields School) for assistance to the cost of hiring the Memorial Hall.

AND THAT $216.00 be granted to the Paeroa Gentle Exercise to Music group

AND THAT Cllrs G Munro, J Tregidga and the Community Liaison Officer meet with Maureen Jackson of the Paeroa Community Support Trust to discuss the issue of the insurance of the building on Wednesday, 14 April at 1.00pm at the Paeroa Skate and Leisure Centre.

Paeroa Promotions Trust

A letter has been received seeking assistance from Council towards the costs of installing safety barrier fittings around the motorcycle track in Paeroa’s town centre.

RESOLVED

THAT Council donate $1500 to the Paeroa Promotions Trust to contribute to the costs of installing safety barrier fittings.

Pedestrian Crossing on Williams St

Council have received a request from B. Wollner to install a pedestrian crossing outside the main entrance of HDC offices.

RESOLVED

THAT the installation of a pedestrian crossing outside the HDC office in Williams St Paeroa is not supported due to the hazard of conflicting traffic movements.

Rahu Road Realignment

Negotiations with parties concerned are still continuing. Delays have occurred in securing agreements regarding the taking of land.

Threshold Treatments into Paeroa

Members requested the status of the threshold treatments into Paeroa. The Roading Manager advised that Council have requested this work is to be included in the Transit Minor Safety Programme.
