MINUTES OF A MEETING OF THE PAEROA WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON MONDAY 5 JULY 2004 COMMENCING AT 1.OO PM

MATTERS ARISING FROM THE MINUTES

Paeroa Skate & Leisure Centre

The Community Services Manager reported that the Paeroa Skate and Leisure Centre have agreed to the rental agreement of the building.

Thames Valley Rugby Union

Members requested if a response had been received from the Thames Valley Rugby Union regarding the proposals from Council concerning the lease agreement and maintenance issues of the building. The Community Facilities Manager advised that there had not been a response as yet. Cllr Dunn advised he would be attending a Rugby Union meeting that night and would raise the issue there.

Paeroa Domain – Donated Trees

It was reported that the members of the Paeroa Cottage Garden Club were joined by Cllr Munro in planting the Kauri trees donated by the club. The Kauri trees were planted in a grove by the King Street boundary on Friday, 25 June 2004.

Stock Crossing By-Laws

Because of the recent damage caused by cattle being driven on newly surfaced roads, members requested information relating to the stock-crossing bylaws. The Roading Manager will investigate if there is a by-law for stock-crossing of public roads and report back to the Committee.

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021) (26KB)

The Community Facilities Manager’s monthly report on activities was attached for the Committee’s consideration.

Centennial Park - Vehicle Access off Station Road

The Community Facilities Manager outlined the issue of a property owner requesting that Council provide a vehicle access into Centennial Park which would be in line with the drainage reserve between 38 & 40 Station Road. Due to the absence of a formed vehicle crossing off the reserve, vehicles are cutting across the private property in question. It was commented that generally the area is not used a great deal but was suggested that some type of fencing should be constructed to prevent cars turning on the property. The Chief Executive stated that, in accordance with Council’s Bylaws, if it is a formal access way, then a vehicle crossing must be established.

RESOLVED

THAT Council construct a vehicle crossing at the location, and that staff provide a report outlining estimated costs for constructing a formed accessway and vehicle turn around area on Centennial Park.

Cenotaph, Primrose Hill-Paeroa RSA

A letter written by Mrs A Glogowski to the Paeroa RSA seeking their support for the placing of a small plaque at the base of the Cenotaph has been received. The plaque would explain the significance of Anzac Day to those people who visit the site. The RSA are supportive of the suggestion, and would be prepared to jointly fund the purchase and installation of a plaque, as well as joining with Council in determining the appropriate wording.

RESOLVED

THAT the letter be received

AND THAT the Community Facilities Manager discuss with members of the Paeroa RSA appropriate wording and design of a plaque explaining the significance of Anzac Day, with a view to installing the plaque at the base of the Cenotaph on Primrose Hill, Paeroa for unveiling on Anzac Day 2005.

REQUEST TO USE THE PAEROA INFORMATION CENTRE CARPARK

A facsimile message from the Administration Manager of the Roadshow Trust requesting permission to use part of the carpark by the Information Centre was presented. The Trust proposes to present an Information Technology Roadshow to Paeroa from 24-31 October 2004 and would be parking their 16 metre by 10 metre trailer somewhere within the confines of the carpark.

An inspection of the proposed site has identified that their proposal would leave insufficient room for other vehicles to safely enter and exit the parking area.

A suggestion has been made to the applicant that they consider relocating their trailer to an area south of the overnight caravan park on Marshall Street. This area also provides ample space for visitor parking and alleviates safety concerns for pedestrian traffic.

RESOLVED

THAT the request be received

AND THAT Council approve the use of an area in the overnight caravan park by the Roadshow Trust.

REQUEST FOR MEMORIAL WALL – PAEROA (02.101.003)

A resident of Paeroa has written suggesting that a memorial wall bearing the names of residents of the town be considered. The correspondent has visited the memorial wall at Ngatea and considers that it is a wonderful idea.

THAT the letter be received

AND THAT the Community Facilities Manager advise the correspondent that the Memorial Wall incorporates all of the Hauraki Plains area and the reasoning behind this concept.

The financial report for the 11 months ended 31 May 2004 was presented for the Committee’s consideration.

Speed Limit – Entranceways to Paeroa Township

Concerns were raised regarding the speed limits at the entranceways into the township. The opinion was expressed that for safety reasons there need to be signage at the entranceways into the town indicating a gradual reduction of speed.

Rahu Road Re-Alignment

The Roading Manager reported that construction at this location has been delayed due to wet weather.

Child Cancer Foundation

For the members information, the Roading Manager outlined the Child Cancer Foundation’s request for permission to hold a street appeal for its 2005 Appeal and Awareness Week from 11-17 April 2005.

Paeroa Transfer Station

The Utilities Manager reported that a service level agreement/contract is being drawn up for the Paeroa Transfer Station at present.

GENERAL BUSINESS

PAEROA L & P BMX CLUB (20.030.001)

A letter was presented from the Paeroa L & P BMX Club with an attached quote from Construction and Maintenance. The quote was for the installation of drainage to the low lying areas of the track and to extend one berm to make the track safer. The Paeroa L & P BMX Club would like the Council to consider waivering some or all of the costs involved for this work.

RESOLVED

THAT the correspondence be received

AND THAT Council meet the costs of the installation of drainage carried out by Construction and Maintenance subject to disclosure of an invoice.

REQUEST FOR ASSISTANCE TO CONSTRUCT ROAD (01.000.020) (20KB)

A report was presented by the Chief Executive requesting the Ward Committees consideration for a financial contribution towards the road upgrade required for the proposed industrial subdivision off Coronation Road, Paeroa.

RESOLVED

THAT the report be received

AND THAT the matter be referred to the Works Committee to consider that Council contribute $20,000 towards the cost of the road upgrading and fund this as district non subsidised roading.
