NOTICE IS HEREBY GIVEN THAT A MEETING OF THE PAEROA WARD COMMITTEE WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 15 MARCH 2005 COMMENCING AT 12.30PM

RECOMMENDATION
THAT the minutes of the meeting of the Paeroa Ward Committee held on Tuesday 8 February 2005 be taken as read and confirmed.

5.1 COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021)

The Community Facilities Managers monthly report on activities is attached for the Committee’s consideration.
RECOMMENDATION
THAT the Community Facilities Managers report be received.
5.2 PARK SIGNS (02.307.999)

Attached is a report from the Community Facilities Manager requesting approval for the installation of interpretative signs to be installed at the Paeroa Domain to inform users of the park of the facilities available within and around the immediate area of the park.
RECOMMENDATION
THAT interpretive park signs for Paeroa Domain as per the attached design be installed.
5.3 ISSUES WITH WALKWAY : WILLOUGHBY STREET/BELMONT ROAD
For some years the walkway between these two streets has been a source of nuisance for the commercial business folk and indeed for the community. The number one nuisance is graffiti. Due to it's exposure to the main thoroughfare of Paeroa it is visible to all passing by, and not a good example of what Paeroa considers its standard of presentation to be. The walkway also serves as a convenient escape route during hours of darkness and serves as a security risk to commercial premises.
Concern has been expressed by the commercial sector over this issue for a number of years and now is the opportune time for the Ward committee to consider how it might tackle the problem. There are options available.
Without knowing of the exact reason for the establishment of this walkway, it is assumed that it was created to provide access to the main street from the parking areas that Willoughby Street could give. If this is the case then there is good reason to only provide that access during business hours; which can be considered as Monday to Friday 7.30am to Friday 5.30pm plus Saturday morning 7.30am to 12.30pm and on local event days.
To limit the use of the accessway during these hours, gates will be required to secure the area. The gates will have to be of sufficient construction and safety design to withstand the demands that may be put to it. A gatekeeper will be required to open and close the area.
Following installation of gates, the walls will require painting to cover the graffiti being mindful that more graffiti can be applied.
The other option is to paint the walls with anti graffiti solution/paint and clean off any 'artwork' that appears thereafter. The walkway can be left open however this would not remove the security problem.
Members are requested to consider the matter and determine how the problem of graffiti and security might best be overcome.
5.4 REQUEST FOR FINANCIAL ASSISTANCE (20.030.002)

Attached please find a letter and set of financial accounts from the above, seeking an increase to the annual funding provided by the Ward. The draft annual plan estimates for 2005/06 have a sum of $4500 proposed. Last year, although the attached letter and statements say the Ward paid $5000 ($5062.50), only a payment of $4500 excl. GST was paid. The disclosed amount by the Society includes GST
If the Ward wishes to give an increase to the $4500 the draft estimates will require alteration prior to the draft being advised for public consultation.
RECOMMENDATION
THAT the request be considered
.5.5 PAEROA WINE FOOD AND CRAFT FESTIVAL (06.502.611) 16-17
Attached is a report from the Community Liaison Officer regarding a letter which has been received from the Co-ordinator of Positive Paeroa Inc. requesting consent to use the Paeroa Domain to hold the Paeroa Wine Food and Craft Festival.
RECOMMENDATION
THAT the report be received
AND THAT consideration be given to their request.
5.6 SKATE AND LEISURE CENTRE DEVELOPMENT (05.414.008) 18-43
Attached is a report from the Community Liaison Manager regarding a letter which has been received from the Secretary of the Paeroa Community Support Trust requesting funding assistance towards the cost of development work for the Centre. Also attached is a copy of the trust’s Annual Report for the members’ information.
RECOMMENDATION
THAT the report be received.
5.7 USE OF RESERVE AT FOOT OF PRIMROSE HILL (05003.265.00) 44-46
Attached is a report from the Community Liaison Officer regarding a request received from the Paeroa Ministers Association for consent to hold an outdoor screening of a movie for the public.

6. GENERAL BUSINESS
6.1 POSITIVE PAEROA BUDGET 2005/06 ( 06.502.611) 47-56
Attached is a report from the Economic Development Officer seeking funding support for the promotional and operational activities of Positive Paeroa for the 2005/06 financial year.
RECOMMENDATION
THAT Positive Paeroa be funded $66,000 for the 2005/06 financial year.

Attached is a report from the District Engineer regarding the construction of a stopbank to provide protection to the commercial properties.
RECOMMENDATION
THAT the report be received.
6.3 CONSIDERATION OF ESTIMATES FOR INCLUSION IN THE ANNUAL PLAN 2005/06

Consideration of the estimates for the Ward for inclusion in the Annual Plan 2005/06 will be distributed separately.
RECOMMENDATION
