RESOLVED

THAT the minutes of the meeting of the Paeroa Ward Committee held on Tuesday 11 October 2005 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Paeroa Streetscape

The District Engineer requested the Committee to consider an issue regarding footpath surface treatment in front of certain dining premises in Paeroa main street. Experience has shown that problems can arise from outside furniture causing indentations in the newly constructed asphalt surface and also from dropped oil cooked foods and chewing gum. To address the issue, the District Engineer suggested that a wide strip of exposed aggregate be constructed at sections in front of the premises concerned to eliminate the problem.

It was agreed that an exposed aggregate concrete panel instead of the standard asphalt panel be constructed in front of the Burger Bar to address the problems.

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021) (21KB)

The Community Facilities Managers monthly report on activities was presented for the Committee’s consideration.

RESOLVED

THAT the Community Facilities Managers report be received.

Swimming Pool

Cr Meyers mentioned that there are loose cobblestones around the pool which are in need of securing and that there were other areas requiring maintenance at the swimming pool. Cr Meyers suggested the Committee visit the swimming pool with the Community Facilities Manager once the present upgrade of the changing rooms has been completed to review any other areas of the pool which may require maintenance.

Paeroa War Memorial Hall Upgrade

The Community Facilities Manager provided an update of the hall upgrade and requested that the Committee consider the attached Project Managers report on the updated costings versus budget and the priority of additional work to be considered in Stage 1 of the upgrade. It was proposed that a Sub Committee be formed and be given delegated authority to approve any additional work within budget related to the further upgrading of the hall.

RESOLVED

THAT the additional work as listed in the Projects Managers report be carried out during Stage 1 refurbishment of the Paeroa Hall and the separate costs be approved subject to obtaining satisfactory quotes

AND THAT a Sub Committee be formed consisting of Crs Meyers, Bubb and Trembath to be given delegated authority to approve any further work within budget related to the upgrade of the hall.

REQUESTS FOR TEMPORARY CLOSURE OF ROAD/STREETS (40.000.500)  (57KB)

A report from the Community Liaison Officer was presented outlining three requests received for a temporary closure of streets/roads.

Positive Paeroa Inc (IM233024)

A request has been received from Positive Paeroa Inc. for consent from the Paeroa Ward Committee to close Normanby and Belmont Roads from Arney Street to Station Road, and Willoughby Street from Arney Street to Hall Street for the purposes of the annual Santa Parade on Saturday the 10th of December 2005.

RESOLVED

THAT the report be received

AND THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Normanby and Belmont Roads, Paeroa (from Arney Street to Station Road), and Willoughby Street (from Arney Street to Hall Street) on Saturday the 10th of December 2005 between the hours of 10:30am and 12:00 noon, for the purpose of the Santa Parade be given subject to the following conditions:

That no objections to the closure that are received are upheld by Council.

That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

That the written consent of the NZ Police shall be obtained and any conditions shall be complied with. The consent shall be forwarded to Council by 11 November 2005.

That the Order of St John Paeroa and the Fire Service is to be notified of the Parade.

That Council’s Construction and Maintenance Unit shall carry out erection of signage and barricades. This is to include all necessary detour signs.

That a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.

That the organisers shall be responsible for the provision of temporary rubbish containers, the emptying of all rubbish containers, replacement of plastic liners, and the removal of all rubbish, within the road closure area.

That the organisers shall be responsible for sweeping roadside channels and picking up refuse from footpaths in the closed area and removal of all rubbish and sweepings.

That all the work covered by (5), (6), (7) and (8) is to be completed to the satisfaction of the District Engineer. The Roading Manager (Mr Gene Thomsen) is the contact in regard to these requirements.

That if at all possible the Parade receives a Police escort.

That the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.

That the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.

That prior to the start of the Parade, all those taking part are to be informed of these safety measures.

That the Parade must be kept together and no ordinary vehicle allowed between the floats.

That the roads are to be cleared as quickly as practicable.

That the organisers shall meet all costs, including advertising costs.

That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 11 November 2005.

That the organisers shall indemnify the Council from all or any claims arising from the road closure.

Thames Valley Car Club Inc. (IM232663)

A request has been received from the Thames Valley Car Club Inc for consent to close Rotokohu Road, Paeroa south of James Thorp’s gateway to the top end of the road, for the purpose of an event organised by them on Saturday 10 December 2005.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Rotokohu Road, Paeroa, from James Thorp’s gateway to the top end, on Saturday 10 December 2005, between the hours of 10am and 5pm, for the purpose of a hill climb event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

1. THAT no objections to the closure are received, which are upheld by Council

2. THAT the organisers shall be responsible for all costs associated with the events, including advertising.

3. THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

4. THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.

5. THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.

6. THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 11 November 2005.

7. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.

8. THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.

9. THAT only road tyres shall be used.

10. THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.

11. THAT in the event of heavy rain the District Engineer, Hauraki District Council, may cancel the approval.

Paeroa Promotions Trust Inc. [IM234771]

The Paeroa Promotions Trust Inc. has applied for the temporary closure of streets in Paeroa for the one-day motor cycle racing event on the streets of Paeroa on Sunday 19 February 2006.

RESOLVED

THAT it be recommended to Council that pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 it approve the temporary closure of the following roads on Sunday 19 February 2006 between the hours of 6.00am and 6.00pm

That no objections to the closure, which are upheld by Council, are received.

That any requirements of Transit New Zealand and the Traffic Services Division of the Police Department are complied with.

That written acknowledgements from the owners/occupiers of residential properties located on the circuit be supplied to the effect that they are fully informed of the event

That signage and barricading of the roads to be closed and alternative routes shall be provided, to the satisfaction of the District Engineer and shall be supplied, erected and dismantled by Council at the cost of the organisers.

That the Organisers shall be responsible for the placement of temporary rubbish containers, the emptying of all rubbish containers and the removal of all rubbish within the road closure area to the satisfaction of the District Engineer.

That the Organisers shall arrange adequate public liability insurance ($2m) in respect of any and all claims arising from the event.

That any further conditions or requirements of Council associated with the event, imposed by the District Engineer or Manager Planning and Regulatory Services pursuant to the resource consent shall be complied with.

That the Organisers shall meet all the costs of Council associated with the event, and indemnify the Council against any loss arising from the event.

That the Organisers shall enter into a bond with Council to cover the Council’s costs associated with the event and to ensure compliance with the above conditions.

Permission be given for the use of the plaza area in the town centre in conjunction with the event.

Alternative routes for State Highway 2 and State Highway 26 traffic shall be provided as follows:

Detour via Station Road, Thames Road, Arney Street, Willoughby Street and Victoria Street.

Bus services affected by the road closures shall be given access through Willoughby Street to set down and pick up passengers in the vicinity of the public toilets. Clear signage at the normal bus stop explaining where the temporary stop is located is required.

REQUESTS FOR FINANCIAL ASSISTANCE (20.030.002)

A report from the Community Liaison Officer was presented regarding a request received from the Paeroa Rotary Club requesting financial assistance towards the cost of installing a centennial stone at Ohinemuri Park. A letter from the club was attached to the report.
