REQUEST FOR TEMPORARY CLOSURE OF ROADS [40.000.500]

Positive Paeroa Trust Inc. [IM261438]

Positive Paeroa Trust Inc. has applied for the temporary closure of streets in Paeroa for the one-day 100 year celebrations Town Expo on Saturday 24 February 2007.

RESOLVED

THAT it be recommended to Council that pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 it approve the temporary closure of the following roads on Saturday 24 February 2007 between the hours of 8.00am and 2.00pm.

  1. THAT no objections to the closure, which are upheld by Council, are received.
  2. THAT any requirements of Transit New Zealand and the Traffic Services Division of the Police Department are complied with.
  3. THAT signage and barricading of the roads to be closed and alternative routes shall be provided, to the satisfaction of the District Engineer and shall be supplied, erected and dismantled by Council at the cost of the organisers.
  4. THAT the Organisers shall be responsible for the placement of temporary rubbish containers, the emptying of all rubbish containers and the removal of all rubbish within the road closure area to the satisfaction of the District Engineer.
  5. THAT the Organisers shall arrange adequate public liability insurance ($2m) in respect of any and all claims arising from the event.
  6. THAT any further conditions or requirements of Council associated with the event, imposed by the District Engineer or Manager Planning and Regulatory Services pursuant to the resource consent shall be complied with.
  7. THAT the Organisers shall meet all the costs of Council associated with the event, and indemnify the Council against any loss arising from the event.
  8. THAT the Organisers shall enter into a bond with Council to cover the Council’s costs associated with the event and to ensure compliance with the above conditions.
  9. THAT permission be given for the use of the plaza area in the town centre in conjunction with the event.

Alternative routes for State Highway 2 and State Highway 26 traffic shall be provided as follows:

Detour via Station Road, Thames Road, Arney Street, Willoughby Street and Victoria Street.

Roads to be Closed

Belmont Road from William Street through Normanby Road to Arney Street; access to Belmont and Normanby Roads from Hall, Hughendon, Wharf and Mackay Streets.

The proposed closure will be advertised in the Hauraki Herald on 12 December (with objections closing 4 January 2007).

LATE ITEM

REQUEST FOR TEMPORARY CLOSURE OF ROADS [40.000.500]

Paeroa Pipe Bands & Tattoo Committee Inc. [IM255345]

The event co-ordinator for the Paeroa Pipe Bands & Tattoo Committee Inc. has written advising that the bands of the 10th Annual Pipe Band Contest propose to parade on Saturday 10th February 2007 starting at 5:15 pm through to 6:45pm. The parade would start from Arney Street (Fathers Tavern), turning left into Normanby Road travelling up and into Mackay Street then crossing Willoughby Street into the Domain.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Normanby Road from Arney Street to Wharf Street, Mackay Street, and Willoughby Street between Hall and Arney Streets on Saturday 10th February 2007, between the 5:15pm and 6:45pm, for the purpose of a Pipe Bands Parade organised by Paeroa Pipe Bands & Tattoo Committee Inc., be given subject to the following conditions:
    1. THAT the written consent of the NZ Police and Transit NZ is obtained and forwarded to Council and that any requirements the Police and Transit may have will be complied with.
    2. THAT no objections to the closure are received, which are upheld by Council.
    3. THAT the organisers shall be responsible for all costs associated with the events, including advertising.
    4. THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    5. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
    6. THAT if at all possible the Parade receive a Police escort.
    7. THAT the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.
    8. THAT the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.
    9. THAT the Parade must be kept together and no ordinary vehicle allowed between the floats.
    10. THAT prior to the start of the Parade, all those taking part are to be informed of these safety measures.
    11. THAT the Order of St John Paeroa and the Fire Service is to be notified of the Parade.
    12. THAT the roads are to be cleared as quickly as practicable.
    13. THAT public liability insurance is to be arranged to cover any claim that might arise from the Parade. A copy to be supplied to Council by 21 December 2006.
    14. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
    15. THAT written confirmation of compliance with the above conditions is to be provided, by 21 December 2006.

Council’s Roading Manager will advise Transit NZ via their agent Opus International (Clause 1), prepare and action a Traffic Management Plan (Clause 5).

Ohinemuri Toilets

The Parks and Reserves Manager advised that the construction of the toilets was running late but would be open before Xmas. The toilets were proposed to be open for 24 hours per day and that the affect of this will be observed over the holiday period.

Paeroa Netball Courts – Request for Funding Assistance

Mrs Josie McCain (President) and Mrs Fiona Pennell (Secretary) of the Paeroa Netball Association were in attendance and provided the background to their request for funding assistance toward the replacement of the court surface.

The District Engineer suggested that a slurry seal be used to improve the surface of the courts as a less costly option and to progress the improvement of the seal surface as soon as practicable. Various options of alternative resurfacing were discussed. The Club delegates were asked if they had approached funding agencies and they responded by saying that they had received grants from agencies in the last year and this would restrict their chances if they applied so soon afterwards.

RESOLVED

THAT the Committee support the association in their endeavours to improve the court surface and assist in the consideration of funding options but required a further report on the various options of surfaces with their life cycle expenses so a more informed decision could be made.

Railway Reserve Toilets – Vandalism

The Parks and Reserves Manager advised that Police investigations have been successful in identifying the guilty parties to the vandalism received to the Railway reserve public toilets. The Committee advised they were satisfied with the design of the disabled toilet access.

Paeroa Domain No. 1 Field

The Parks and Reserves Manager advised of the feasibility study undertaken on behalf of Council by David Ormsby of the NZ Sports Turf Institute for the improvement of drainage to the No. 1 field at the domain. A copy of the feasibility study document was attached.

The members were requested to consider the preferred option of drainage as presented in the document. After discussion, it was agreed that the most favourable option of drainage was Option 1.

RESOLVED

THAT staff proceed with the Option 1, at the estimated cost of $44,760 (5.0m lateral spacing) and $10,072 (concrete main line).

GENERAL BUSINESS

ANNUAL PLAN ESTIMATES 2007/08 – PAEROA WARD (24.003.206) (21KB)

A report from the Corporate Services Manager regarding the Annual Plan Estimates for 2007/08 was presented. The report provided a ‘heads up’ of capital works programmed for the 2007/08 year as part of the Long Term Council Community Plan 2006-16.

LATE ITEM

STREETSCAPE REPORT TO PAEROA WARD (02.323.003)

A report from the District Engineer was presented regarding the Paeroa Central streetscape project which included the minutes of the meeting of the Mayoral Advisory Committee held on Wednesday, 28 November 2006 and a copy of the landscape design proposed for the area. The members received the minutes of the Mayoral Advisory Committee.

To progress the project, the members were requested to consider approval of the concept design, as presented, subject to resolution of a number of matters noted in the minutes requiring further consideration and that a public consultation process be followed to reach agreement on a suitable design for the Paeroa Central streetscape.

RESOLVED

THAT the minutes of the meeting of the Mayoral Advisory Group held on 28 November 2006 be noted

AND THAT the matters still to be resolved with regard to the design be noted

AND THAT the concept design as submitted to the meeting be approved, subject to the matters still to be resolved

AND THAT a consultative programme be followed with visual displays in the entrances to the Paeroa Council Hauraki Herald offices and that public notices advising of the landscape design be placed in local newspapers.

Vandalism in Ohinemuri Park

The Parks and Reserves Manager advised of the recent spate of vandalism received to the hedging in Ohinemuri Park and that the height of the hedging has been lowered to keep it within a measure of the design height. It was anticipated that lowering the hedge would also dissuade vandals jumping into it and breaking it up. It was suggested that the seat damaged to the rear of the park be removed as its present location invites vandalism.

 

LATE ITEM

Cryptomeria Trees – Railway Reserve

The Parks and Reserves Manager advised that the Cryptomeria trees at Railway Reserve be removed at the same time as the ones at the eastern end of town as it will save money with traffic control.
