REQUEST FOR TEMPORARY CLOSURE OF ROAD (IM257581)
Positive Paeroa Inc. proposes to have this year’s Santa Parade on Saturday 9 December starting at 10:30 am through to 12:00 noon. The parade begins at 11:00am from Arney Street (Fathers Tavern), turning left into Normanby Road travelling up Belmont Road to the intersection with Marshall Street (Auto Electrical) finishing by the information centre.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Belmont and Normanby Roads from Arney Street to Station Road, and the entrances from Wharf, Hall, William and Corbett Streets on Saturday 9 December 2006, between the hour of 10:30am and 12:00 Noon, for the purpose of a Santa Parade event organised by Positive Paeroa, be given subject to the following conditions:
- THAT the written consent of the NZ Police and Transit NZ is obtained and forwarded to Council and that any requirements the Police and Transit may have will be complied with.
- THAT no objections to the closure are received, which are upheld by Council.
- That the organisers shall be responsible for all costs associated with the events, including advertising.
- That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
- THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
- THAT if at all possible the Parade receive a Police escort.
- THAT the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.
- THAT the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.
- THAT the Parade must be kept together and no ordinary vehicle allowed between the floats.
- THAT prior to the start of the Parade, all those taking part are to be informed of these safety measures.
- THAT the Order of St John Paeroa and the Fire Service is to be notified of the Parade.
- THAT the roads are to be cleared as quickly as practicable.
- THAT public liability insurance is to be arranged to cover any claim that might arise from the Parade. A copy to be supplied to Council by 24 November 2006.
- THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
- THAT written confirmation of compliance with the above conditions is to be provided, by 24 November 2006.
Council’s Roading Manager will advise Transit NZ via their agent Opus International (Clause 1), prepare and action a Traffic Management Plan (Clause 5).

Swimming Pool
The Parks & Reserves Manager advised of the comments from the lifeguards who have been employed for the first stage of the season at Ngatea, that the free admission programme in January was one reason contributing to the inability of the lifeguards to better control unruly elements during that month.
It was commented by the Chief Executive that to charge a fee of $1.00 an application would need to be made to Council as it is in the LTCCP that the pool will be free. The Community Services Manager undertook to report to Council in November.
GENERAL BUSINESS
PAEROA STREETSCAPE REPORT (02.323.004)
A report from the District Engineer regarding the Paeroa Streetscape Project was presented.
RESOLVED
THAT the report be received
AND THAT the estimated cost of $1,086,000 to complete the footpath component of the Paeroa main street upgrade be noted
AND THAT the effective estimated over expenditure of $86,000 be condoned and that funding of this amount from the 2006/07 budget provision be approved
AND THAT funding of the street light upgrading and associated electrical work, additional to the scope of the original footpath budget, to the value of $171,400 from the 2006/07 budget provision be approved
AND THAT the scope of the centre town project be reviewed to meet the available funding
AND THAT priority be given to construction of the section of footpath on the east side of the main street opposite the Post Office.

A report from the Corporate Services Manager was presented regarding a request to name a section of road in the Harwood Heights subdivision.

The Coordinator writes advising that the club is arranging a disco evening for their players on Friday 27 October 2006 in the small auditorium of the Paeroa War Memorial Hall.
They seek a waiver of the $30 hire fee.
RESOLVED
THAT the hire fee of $30.00 for the small auditorium of the Paeroa War Memorial Hall be waived.

Miller Avenue School [IM259545]
The Teacher-in-Charge of the Wellington Trip writes advising that they are planning to take 70 of the schools senior students to Wellington on 27 November returning 1st December 2006. They are actively raising funds for this trip.
The school is rated by the Ministry of Education as Decile 1 and the focus of the trip is to expand the vision of these students.
They seek sponsorship towards the costs for the trip which is in excess of $28,000.
RESOLVED
THAT the Paeroa Ward as a contribution to the cost of the planned trip to Wellington will pay $310.50 being the entrance fee to Te Papa.
