REQUEST FOR TEMPORARY ROAD CLOSURE
THAMES VALLEY CAR CLUB INC. (375760)A request has been received from the Thames Valley Car Club Inc for consent to close Rotokohu Road, Paeroa south of James Thorp’s gateway to the top end, for the purpose of an event organised by them on Sunday 16 December 2007.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Rotokohu Road, Paeroa, from James Thorp’s gateway to the top end, on Sunday 16 December 2007, between the hours of 10am and 5pm, for the purpose of a hill climb event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:
1. THAT no objections to the closure are received, which are upheld by Council
2. THAT the organisers shall be responsible for all costs associated with the events, including advertising.
3. THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
4. THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
5. THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
6. THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 15 November 2007.
7. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
8. THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
9. THAT only road tyres shall be used.
10. THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
11. THAT in the event of heavy rain the District Engineer, Hauraki District Council, may cancel the approval.

PAEROA PROMOTIONS TRUST [362897]
The Paeroa Promotions Trust Inc. has applied for the temporary closure of streets in Paeroa for the one-day motor cycle racing event on the streets of Paeroa on Sunday 17 February 2008.
RESOLVED
THAT it be recommended to Council that pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 it approve the temporary closure of the following roads on Sunday 17 February 2008 between the hours of 6.00am and 6.00pm
That no objections to the closure, which are upheld by Council, are received.
That any requirements of Transit New Zealand and the Traffic Services Division of the Police Department are complied with.
That written acknowledgements from the owners/occupiers of residential properties located on the circuit be supplied to the effect that they are fully informed of the event
That signage and barricading of the roads to be closed and alternative routes shall be provided, to the satisfaction of the District Engineer and shall be supplied, erected and dismantled by Council at the cost of the organisers.
That the Organisers shall be responsible for the placement of temporary rubbish containers, the emptying of all rubbish containers and the removal of all rubbish within the road closure area to the satisfaction of the District Engineer.
That the Organisers shall arrange adequate public liability insurance ($2m) in respect of any and all claims arising from the event.
That any further conditions or requirements of Council associated with the event, imposed by the District Engineer or Manager Planning and Regulatory Services pursuant to the resource consent shall be complied with.
That the Organisers shall meet all the costs of Council associated with the event, and indemnify the Council against any loss arising from the event.
That the Organisers shall enter into a bond with Council to cover the Council’s costs associated with the event and to ensure compliance with the above conditions.
Permission be given for the use of the plaza area in the town centre in conjunction with the event.
Alternative routes for State Highway 2 and State Highway 26 traffic shall be provided as follows:
Detour via Station Road, Thames Road, Arney Street, Willoughby Street and Victoria Street.
Bus services affected by the road closures shall be given access through Willoughby Street to set down and pick up passengers in the vicinity of the public toilets. Clear signage at the normal bus stop explaining where the temporary stop is located is required.
Roads to be Closed
Belmont Road from Station Road through Normanby Road to Victoria Street; Arney Street from Willoughby Street to Princes Street (State Highway 26); Princes Street; Wharf Street; Marshall Street; Hughendon Street; Francis Street; William Street; Hall Street; Mackay Street; Corbett Street from Belmont Road to Willoughby Street, and Willoughby Street from Corbett Street through to Arney Street.
The proposed closure will be advertised in the Hauraki Herald on 11 December (with objections closing 4 January 2008).

CARRIEDREQUEST FOR FINANCIAL ASSISTANCE
The Paeroa Ward Committee has been allocated $8000 for discretionary grants during this financial year. Grants have been made to Paeroa & District Museum and Historic Society ($1733.33), TVSO ($100), PACT ($100), Paeroa Pipe Bands & Tattoo ($1000), and to Hauraki Maori Basketball Association ($300) leaving a balance of $4,766.67.
ROYAL NEW ZEALAND PLUNKET SOCIETY OHINEMURI BRANCH [363240]
The branch treasurer of the association writes asking for a remission of their annual rates. The member’s agreed that the sum of $500.00 previously granted in 2006 be approved.
RESOLVED
THAT a rates remission of $500.00 be granted the Plunket Society.

SWIMMING POOL
The Swimming Club has requested the possibility of building a permanent concrete block BBQ structure where they could position a hot plate and gas bottle when required. A letter from the club was attached.
It was agreed that Cr Thorp meet with the club to discuss options of a suitable BBQ.
PROSPECT TERRACE - TREE
A request has been made to remove a large gum tree from outside 10 Prospect Terrace, this tree was pruned approximately 8 years ago when the tree started to split and some remedial work was done to try and save it. The owners have become very concerned with the tree and have contacted Council. Staff has engaged an arborist to assess the extent of the problem.
The member’s agreed that the Bluegum be removed and replaced with a suitable species of tree.
RESOLVED
THAT the Bluegum tree be removed and an appropriate replacement tree be considered.

RAILWAY RESERVE PLAYGROUND
A request has been made to look at upgrading the Railway Reserve Playground and make it safer for younger children by a safety fence being installed around the perimeter of the play equipment area. The Parks and Reserves Manager advised he had met with a deputation of concerned mothers on site who conveyed their concerns and ideas of how to make the playground safer. They also suggest that a ramp be installed so wheel chairs can get into the play area. A letter from the group was attached.
The member’s agreed that further investigations into safety improvements at the playground be undertaken and the group concerned be advised of this decision.
RESOLVED
THAT the Ward Committee investigate further improvements to the playground and that the group be written to advising them of this decision.

PAEROA CEMETERY
A letter has been received from the Sargent family advising that they wish to donate a seat in memory of a family member to be installed in the cemetery. The letter from the family was attached.
The member’s agreed that more discussion was required with the family concerned before a decision could be made as to the size, type and location of a proposed seat.
RESOLVED
THAT the Parks and Reserves Manager and Cr Bubb meet with the family to discuss the request further.

GENERAL BUSINESS
paeroa and districts museum upgrade (375216)
The Paeroa and Districts Museum wish to extend their facilities in Belmont Road Paeroa. The group have drawn up some initial plans for the extensions. The cost of the extensions exceeds $20,000 and therefore an earthquake assessment was required.
An assessment has been completed by Grant Crook a Consulting Engineer of Whangamata. He determined that the building has a calculated % New Building Standard of 26%. This means that the building is assessed as potentially earthquake prone and an earthquake risk and that strengthening is therefore required.
The group have been fundraising towards the design of the extension but require assistance to fund $3,500 plus GST to engage Grant Crook to provide design work for the strengthening required to enable the museum extension to be undertaken.
The member’s considered that district funding should be used to cover the costs of this design work.
RESOLVED
THAT a contribution of $3,500 be granted from the District Discretionary Fund to cover costs of the design work required for the Paeroa and Districts Museum extension.
