- Paeroa Streetscape
The item was not on the agenda because the item was unavailable at the time of the agenda deadline.
Discussion on the item could not be delayed because the meeting of the Advisory Group took place after the agenda deadline, and as result, required a decision on the main street development by the Ward Committee as soon as practicable.

REQUESTS FOR FINANCIAL ASSISTANCE
Landscaping Project by Paeroa Lions Club
Mr Kevin Sharpe, Paeroa Lions Club representative, was in attendance and presented the members with the concept plans for their landscape project for the front of the Museum property in Belmont Road. It was advised that the estimated cost of the project is $12,600.00.
After discussion on the support of funding, it was agreed that the Ward assist the Club by donating two seats towards the landscape project.
RESOLVED
THAT the Ward Committee support funding of the project by the donation of two seats to be installed at the front of the Museum.

Echo Walking Festival [IM268729]
The Coordinator for the festival writes advising that they are planning fully guided walks through the Southern Coromandel and Kaimai ranges. They seek financial assistance of $500.00 towards the purchase of first aid kits that will be distributed to their guides in case of emergency.
After consideration of the request, the members agreed that a grant of $100.00 was a more appropriate sum for the purchase of first aid kits.
RESOLVED
THAT the Ward Committee contribute $100.00 towards the purchase of first aid kits.

Paeroa Basketball Association [IM265916]
A request was received from the Treasurer of the Paeroa Basketball Association for assistance with costs for two members of the organisation to attend training and refereeing sessions in Australia.
The association advises that one of their members has been selected for the Under 17 Boys Basketball team to play in Australia from 17-27 January 2007 at a total cost $2,561.00. Another member has been selected by the Basketball Pacific 2007 to referee in Australia in January 2007 at a total cost of $2,300.00.
RESOLVED
THAT the Ward grants $200.00 to the Paeroa Basketball Association in support of their members training and refereeing sessions in Australia.

Paeroa and District Historical Society [IM267802]
A letter has been received from the President of the Society advising of their plans to extend the local museum onto the Marshall Street property. They also plan to remove a number of interior walls in the present building that will require the building to be brought up to ‘earthquake-proof’ standard. The estimated cost for such a requirement has been quoted to them at $150,000.
The Society has suggested Council meet with them to discuss the project formally and that Council consider covering the cost of a report on what is required (including costs) to bring the building up to standard. A copy of the draft plan of the building extension was also presented for the member’s information.
After discussion on what contribution the Ward deemed appropriate, the members agreed that they would grant funding of $1,500.00 to cover the costs of an investigative report on requirements and costs to bring the building up to earthquake-proof standard.
RESOLVED
THAT the Paeroa Ward grants $1,500.00 to the Paeroa and District Historical Society from the Paeroa Ward Discretionary Fund towards the cost of a report on requirements and costs related to bring the Paeroa Museum building up to earthquake-proof standard.

Swimming Pool
Due to the increase in vandals accessing the pool after hours causing damage at the pool, the Parks and Reserves Manager recommended that a perimeter security power fence be installed around the pool at a cost of $4,893.43.

Paeroa Netball Courts
In December 2006, the Paeroa Netball Association presented a request to the Ward Committee seeking financial assistance to resurface their courts. Staff were requested to explore what options were available to enable a temporary ‘fix or surface’ for the courts whilst funding sources were considered. The Association has advised that the courts receive regular use over the netball season from players within and outside the Paeroa area and due to the poor condition of the surface, many injuries have occurred during previous netball seasons.
As an interim measure, a slurry coating was suggested as a possibility. However, it was advised that this method of treatment would not provide a suitable playing surface should the Association be unable to secure an Astroturf surfacing for the courts within the next three plus years.
The Parks and Reserves Manager advised of estimates received from the Waikato Netball Association for the hot mix treatment and line marking.
In consideration of all the issues outlined, the members agreed that the entire five courts be treated with the ‘rebound’ Astroturf hotmix surface as recommended by the Waikato Netball Association to meet the netball playing standards.
RESOLVED
THAT the Paeroa Ward Committee offer to the Paeroa Netball Association that the Ward resurfaces five courts with hotmix at a cost of $30,000.00 and uses the Paeroa Community Facilities Recreation Development Fund for that purpose.

Domain Disabled Toilet
The Parks and Reserves Manager advised of the quote received for the construction of a disabled toilet at the Domain from Modern Bay Builders at a total cost of $ 8,747.00 excl. GST.
The members were requested to consider acceptance of this quote.

THAT the quote received from Modern Bay Builders of $8,747.00 excl. GST be accepted and that they be contracted to start immediately on the construction of the disabled toilet.

Rubbish Bins
Two requests for rubbish bins have been received; one for the Tower Street bridge as they believe it will stop people throwing rubbish into the drain, and the other, for a swimming hole that is on Maratoto Road. The member’s comments were invited.
After discussion, the members considered that due to the ongoing costs related to the collection of rubbish at the two locations outlined, and the lack of effort from the public to use the bins properly, it was not worthwhile installing rubbish bins.
Dell Slip Road
The members were advised of a short section of the old road down at the Dell that forms a ring road that is used by people pulling into the area. The northern most section of this road is in need of some maintenance as it has some large pot holes. Council can request Transit NZ repair the roadway. However, if that suggestion is not accepted, Council have two options; to either fill the holes or suggest to TNZ that the slip road is blocked off at the entrance and have all traffic into the ‘reserve’ enter via the entrance mid section of the reserve. The member’s comments were invited.
After discussion, the members agreed that the road be blocked off at the entrance.

Taylors Reserve
The members were advised that over the school holidays, Council has received many complaints from members of the public concerned about motorbikes being ridden around the Taylor’s Reserve. As there is nowhere in Paeroa for motorbikes to be ridden, it was suggested the members consider if an alternative area can be found for them to ride their bikes.
In consideration of the matter, it was requested that the Parks and Reserves Manager meet with the motorbike riders for discussions on an alternative location for their use.
Leaches Field Lighting
The Parks and Reserves Manager advised of a request received from the West Football Club to install lights on Leaches field. It has been requested that Council consider assisting in funding the installation of these lights. A copy of the email was attached. The member’s comments were invited.
After consideration of the request, it was agreed that the Ward declines the request for the reason that the Club should be using the No. 1 and 2 rugby fields in the Domain which have had new lighting installed.

LATE ITEMS OF BUSINESS
Paeroa Streetscape
The District Engineer presented a report on the Paeroa Streetscape. It was advised that a meeting of the Mayoral Advisory Group was held on 11 February 2007, where a number of recommendations were proposed in support of the public information and consultation process with the Paeroa residents, community leaders and stakeholders on the development plans, being;
THAT the Committee supports the use of the prepared posters for public information
AND THAT the Committee supports the public consultation proposal
The support of the Ward Committee of the public information and consultation procedure as recommended by the Mayoral Advisory Committee be approved.
RESOLVED
THAT the report be received
AND THAT the support of the Mayoral Advisory Group be noted
AND THAT the Ward Committee approves the information procedure to be followed.
