THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.
- Application to establish a mobile kiosk in Ohinemuri Park
The item was not on the agenda because the item was unavailable at the time of the agenda deadline.
Discussion on the item could not be delayed because staff required a decision on the application in a timely manner.

MATTERS ARISING FROM THE MINUTES
DOMAIN TOILETS
A member advised of a complaint he had received from a member of the public that the Domain toilets were in a poor state. The Parks and Reserves Manager and Cr Trembath advised they had recently inspected the toilets, where they found them to be in a clean and tidy condition. The Parks and Reserves Manager advised the members that the toilets are checked regularly to ensure they are up to an acceptable standard for public use.
PAEROA TOWN CENTRE STREETSCAPE PROJECT
Cr Bubb advised that $10,000 has been granted for the water feature for the Post Office frontage from Amatil, (a company under ownership of Coca Cola).

REQUEST FOR TEMPORARY CLOSURE OF ROAD (40.000.500)
POSITIVE PAEROA : SANTA PARADE 2007 (IM290552)
Positive Paeroa Inc. proposes to have this year’s Santa Parade on Saturday 1st December 2007 starting at 10:30 am through to 12:00 noon. The parade begins at 11:00am and starts from the Fathers Tavern (Cnr Arney Street and Normanby Road). Floats travel down Normanby Road through to the Paeroa Hotel (Cnr Marshall Streets and Belmont Road). Floats will then turn and travel back up Belmont Road and Normanby Road turning into Mackay Street and finish in the Paeroa Domain.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Normanby Road, Belmont Road and Mackay Street on Saturday 1st December 2007, between the hours of 10:30am and 12:00 Noon, for the purpose of a Santa Parade event organised by Positive Paeroa, be given subject to the following conditions:
Council’s Roading Manager will advise Transit NZ via their agent Opus International (Clause 1), prepare and action a Traffic Management Plan (Clause 5).

REQUEST FOR FINANCIAL ASSISTANCE [20.030.001]
The Paeroa Ward Committee has been allocated $8000 for discretionary grants during this financial year. Grants have been made to Paeroa & District Museum and Historic Society ($1733.33), TVSO ($100), and PACT ($100) leaving a balance of $5066.67.
HAURAKI MAORI BASKETBALL ASSOCIATION [IM289466]
A request has been received from the Co-ordinator of the Hauraki Maori Basketball Association seeking funding assistance towards the cost of hiring rental vans to transport 4 teams to a NZ National Maori Basketball Tournament being held in Hamilton during Labour Weekend.
Mr Roy Peihana, representing the association, attended the meeting and presented the background to the request.
RESOLVED
THAT the Ward grants $300.00 to the Hauraki Maori Basketball Association in support of their travel costs to attend the National Basketball competition in Hamilton at Labour Weekend.

SWIMMING POOL
Vandalism to Fence and Office Building
The Parks and Reserves Manager advised of vandalism received to the electric fence unit and office building at the pools.
The members requested that the Park and Reserves Manager organise the relocation of the mains switch to be inside the building so that it cannot be tampered with.
Pool Upgrade
The members were advised that the cost to complete the upgrade of the pool is estimated at around $168,000. A quote was presented from CM Services Ltd for the supply and installation of new plant room equipment. The quotation was based on upgrading the pool to conform to the NZS4441 standard and to include other additional improvements.
The members agreed that the pool needed attention and requested that the leaking of the pool be addressed as a priority and that the filtration and heating of the pool be considered once the leaks have been repaired.
Pool Heating
A quote was also tabled from CM Services Ltd for the heating of the pool. The members requested that staff seek two more quotes for the pool heating from other companies and that further consideration of these costs be discussed further at the next meeting of the Ward.
RESOLVED
THAT the quotes from CM Services Ltd be received
AND THAT staff undertake further investigations into the costs of leaks, filtration and heating of the pool
AND THAT a further two quotations for this work be sought from other contractors.

MOWING OF DOMAIN NO.1 RUGBY FIELD
The Parks and Reserves Manager advised of the price received for the cut and removal of grass from the No. 1 rugby field of $300.00 per mow using an ordinary mower.
The members considered this cost was unacceptable and requested that the mowing of the field be carried out as part of the usual mowing programme. It was also suggested that the field be ‘de-thatched’ either once or twice a year to improve the quality of the field subject to a reasonable cost being provided for this to be undertaken.
CEMETERY SEXTON SHED AND TOILETS
A letter of complaint from a member of the public who had recently visited the cemetery has been received. The complaint referred to the poor state of the public toilet at the cemetery. The Park and Reserves Manager advised that it is in the budget to either upgrade or replace the existing sexton shed and toilets this year.
It was advised that since the complaint, a builder has inspected the building and concluded that the existing shed could not be modified and that the favourable option was to replace it. Three quotes have since been received for a replacement shed and toilets. The lowest tender received for the work was $26,000.
After discussion, it was agreed that the lowest of the three quotations of $26,000 be accepted for the replacement of the sexton shed and toilets and that when construction is completed, the shed be locked but toilets remain open for public use. It was requested that the complainant concerned be advised of this decision.
RESOLVED
THAT the tender of $26,000 be accepted by staff to replace the sexton shed and toilets.

PRIMROSE HILL TREES
There are approximately 5 Wattle trees on the Olga street end of Primrose Hill Reserve that staff has had several complaints about over the last month. The cost to cut down the trees, remove the leaves and have the small branches chipped is $3,500. The Paeroa College 1st 15 will remove the larger timber as a fundraiser.
RESOLVED
THAT the trees are removed at a cost of $3,500 and that the Paeroa College 1st 15 remove the larger timber as a fundraiser and that these trees be replaced with native trees.

LATE ITEMS OF BUSINESS
APPLICATION TO ESTABLISH A MOBILE KIOSK IN OHINEMURI PARK
A letter was presented from Mr H Wickliffe seeking permission to set up a kiosk to sell refreshments and other items in Ohinemuri Park.
RESOLVED
THAT the application be declined on the grounds that Council does not allow any commercial activities into reserves that are not associated with, or part of, a recreational activity.

EXPRESSIONS OF APPRECIATION TO REIRING MEMBER, CR KEITH TREMBATH
Cr Bubb on behalf of the Ward Committee thanked Cr Trembath for his valued and significant contribution to the Paeroa Ward over his time on Council and wished him well for his future endeavours.
