CONFIRMATION OF MINUTES

RESOLVED
THAT the minutes of the meeting of the Plains Ward Committee held on Tuesday 9 May 2006 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Sound System – Ngatea Memorial Hall
Discussion was held regarding ongoing issues with the quality of the sound system. It was requested that the Community Liaison Officer and Community Services Manager further investigate ways in which to improve the output from the system.
Wrecked Cars on Orchard East Road Property - Flint Property
Members advised that the wrecked cars on the Flint property have still not been removed and requested an update on the matter. The Community Services Manager advised that he referred the matter to Councils Environmental Health Officer, requesting that the landowner be notified of the complaint raised by the Ward Committee. In view to resolving the matter, Cr Troughton advised that he will communicate with the landowner regarding the removal of the vehicles and requested the Community Services Manager contact Paul Lynch to determine what action has been taken.

THAT the Community Services monthly report be received.

REQUEST FOR TEMPORARY CLOSURE OF ROAD (40.000.500)
The Community Liaison Officer presented a late request received from the Thames Valley Car Club seeking formal approval of consent to close Hamilton Road, Turua. The event was held on Sunday, 11 June 2006. To comply with the Act, it was requested that the Committee formally approve the application as recommended.
RESOLVED
THAT it be recommended to Council as follows:
AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Hamilton Road, Turua on Sunday 11 June 2006, between the hours of 10am and 4pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:
- That no objections to the closure are received, which are upheld by Council
- That the organisers shall be responsible for all costs associated with the events, including advertising.
- That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
- That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
- That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
- That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 6 June 2006.
- The organisers shall indemnify the Council from all or any claims arising from the road closure.
- That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
- That only road tyres shall be used.
- The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
- That in the event of heavy rain the District Engineer, Hauraki District Council, may cancel the approval.

Ngatea Service Centre – Proposed Upgrade to Foyer and Library Signage
Cr Gordon commented that the foyer and the front area of the Service Centre in Ngatea is looking dated and is in need of refurbishment. The Mayor also commented that the sign for the public library at the office also requires upgrading or replacement to be made more prominent to the public. The Community Services Manager advised he will look into the matters raised.
Mangatarata Reserve
The Community Services Manager outlined a request received from the Hauraki Golf Club seeking financial support of $5,000 over three years to help replenish trees around the golf course. After discussion, the members stated that the course is an attractive gateway to the Hauraki District which needs to be enhanced but did not support the request that the Ward meet the costs to replenish the trees for the Golf Club. It was understood that this matter will first be considered by the Reserve Advisory Committee.
Another issue was also raised in that the lease to the Golf Club for the grazing block adjacent may not have been renewed in 2002. The members commented that the price of the lease of the grazing land owned by Council adjoining the course was relatively low. The Community Services Manager advised that he is presently reviewing the Clubs lease and referring it to the Reserve Advisory Committee.
Hugh Hayward Domain
It was advised that a meeting of the Ngatea Hall and Domain Users Committee was held on Thursday, 1st June 2006. A meeting of Sport Waikato and the Domain Users group for discussions on the development of the sports centre will be held on Monday, 26 June 2006. It was suggested that discussions be held with the Hauraki College at this meeting to consider the requirement of netball courts.
Hugh Hayward Domain – Installation of Bollards by RSA Property
The Community Services Manager requested the Committee’s approval that bollards be installed along the roadway opposite the RSA property. It was agreed that the bollards be installed in alignment with existing bollards.
RESOLVED
THAT bollards be installed in alignment with existing bollards opposite the RSA property in July 2006.

Soccer Club – Ponding
The Community Services Manager requested the Committee consider the construction of a drain to remove ponding water at the Soccer Club side entrance. It was advised that the Community Facilities Manager will organise this work.
