THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Trucks Parking on Residential Streets – Ngatea (verbal item)

The item was not on the agenda because the item was brought to the attention of the Committee by a Ward member at the meeting.

Discussion on the item could not be delayed because the member who raised the issue considered it was of high importance in regard to traffic safety and needed the consideration of the Committee.

The District Engineer introduced the newly appointed Utilities Manager, Mr Dean Burwell to the Committee.

MATTERS ARISING FROM THE MINUTES

Development of Hugh Hayward Domain, Ngatea

Cr Troughton advised the Committee that the Hauraki District Sports Co-ordinator had informed him that a meeting of the Domain Users Group was to be held today, 14 March 2006, which unfortunately clashed with the Ward meeting. He considered that it was beneficial that a representative from the Ward be involved with all meetings where the development of the Hugh Hayward Domain was to be considered, and that in future, a Ward Committee member should attend the Domain Users Group meetings.

COMMUNITY SERVICES

COMMUNITY SERVICES MANAGER’S MONTHLY REPORT (01.002.021) (31KB) 

The Community Services Manager’s monthly report on activities was presented for the Committee’s consideration.

THAT the Community Services Manager’s report be received.

Ngatea Memorial Hall – Sound System

Cr Challis commented that upon attending a recent event at the hall, it was noted that the speaker system was not working satisfactorily. The Community Liaison Officer advised he will look into the problems raised about the sound system.

Hugh Hayward Domain – Proposed Practice Turf (02.107.001)

The Community Services Manager presented a report advising of the proposal from the Thames Valley Turf Trust to construct a practice turf adjacent to the existing Hockey Turf facility. To make room for the practice turf, it has been suggested that the existing shed located beside the area be removed. It was requested that the Committee consider the Trust’s proposal and consider the removal of the shed as outlined.

RESOLVED

THAT the Plains Ward Committee consents to the allocation of an area of approximately 24 x 12 metres to the Thames Valley Turf Trust for the construction of a hockey practice area, and that the Trust keeps Council informed of construction dates and practises

AND THAT approval be given that the shed located in the proposed area be removed

Hugh Hayward Domain – Motorcaravan Booking (02.107.001)

The Motorcaravan Association has requested the use of the Hugh Hayward Domain and the Memorial Hall from 24-26 November 2006. The Community Services Manager advised the group have agreed to making a donation to a community organisation instead of paying the fee normally charged for the use of the Domain.

Ngatea Pool Heating (02.102.999) (32KB) 

A report from the Project Manager regarding the heating project of the Ngatea Pool was presented. An outline of the consultation undertaken with OPUS Consultants to consider the heating and improved water filtration systems was also detailed. The Project Manager requested that tenders be sought for this upgrade work and that the Committee consider the costs of the proposed upgrade as outlined in the report.

After further discussion, the Committee agreed that the Project Manager continue with the tender process.

THAT the report be received.

RESOLVED

THAT the Plains Ward Committee accept the proposal as submitted to provide improved filtration and heating at the Ngatea Swimming Pool and give approval to the HDC Project Manager to seek tenders for the total work estimated at $261,500 to enable the improvements to be completed this financial year.

There was no general business.

LATE ITEMS OF BUSINESS

Trucks Parking on Residential Streets – Ngatea

Cr Challis raised an issue of trucks parking in residential streets causing a nuisance. To control this activity, he suggested that a bylaw be put in place, or alternatively, that a lock-up parking area be offered to trucks wishing to park overnight in the township.

It was suggested that staff communicate with other Councils and the Road Transport Authority to inquire how/if they regulate this problem.

The meeting closed at 10.30am.
