MINUTES OF A MEETING OF THE PLAINS WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 9 MAY 2006 COMMENCING AT 9.00 AM

THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

Special Olympics Thames Valley – Support of Funding

The item was not on the agenda because the item was raised for discussion at the time of the meeting.

Discussion on the item could not be delayed because it was necessary that the item be considered as soon as possible so that a decision could be confirmed to the organisation at an early stage.

CONFIRMATION OF MINUTES

RESOLVED

THAT the minutes of the meeting of the Plains Ward Committee held on Tuesday 11 April 2006 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Hauraki Plain Rugby Club

Cr Troughton stated that there is a problem of water ponding on an area of concrete at the club and suggested that it could be addressed by cutting the concrete in one area to release the water. The Community Services Manager will investigate.

 

COMMUNITY SERVICES

COMMUNITY SERVICES MANAGER’S MONTHLY REPORT (01.002.021) (27KB)

The Community Services Manager’s monthly report on activities was presented for the Committee’s consideration.

RESOLVED

THAT the Community Services Manager’s report be received.

Sound System – Ngatea Memorial Hall

Cr Gordon stated that at the recent Anzac Ceremony held in the hall, he noted that the volume of the sound system was too low at the rear of the hall and suggested that two more wall speakers be made available to improve the volume. The Community Liaison Officer advised that the output to the speakers can be increased to improve the volume of sound but the variance of pitch and proximity with each presenter makes it difficult to set a standard balance. Presenters need to be more familiar with using a microphone and it may be necessary to provide a sound engineer to operate the system on specific occasions. A ‘fold back’ monitor may address the issue of the presenter not being able to hear oneself.

Hugh Hayward Domain : Request to Use Room in Grandstand

The Community Services Manager advised that a meeting had been held with representatives of the Youth Rugby Club regarding their request to use the room in the grandstand for their after match functions. Cr Troughton stated that the Hauraki Rugby Club have advised the Youth Rugby Club that they can have the use of their clubrooms. Mr Phil Hale, President of the Youth Rugby has indicated that they would prefer to use the room in the Grandstand as it is more conveniently located.

After further discussion on the matter, the members agreed that the Youth Rugby Club be given temporary use of the grandstand room on the grounds that it does not become a permanent arrangement. It was requested that the Community Services Manager write to the Youth Rugby Club inviting them to meet with the Committee to discuss the temporary use of the room.

COMMUNITY POLICING UPDATE

Senior Constable Blair Mattock of the Ngatea Police was in attendance at 9.30am and addressed the Committee on community policing matters. Const. Mattock advised that there has been an increase in burglaries in the Plains area recently and investigations are being conducted.

Wrecked Cars on Orchard East Road Property

The members commented on a number of wrecked cars located on the Flint’s property on Orchard East Road which is an eyesore. It was suggested that the owner of the property be requested to remove the vehicles.

After further discussion on the matter, it was suggested that Council offer to remove the vehicles on the condition that the owner understands that they are not to store any more wrecked vehicles on the property. It was requested that the matter be referred to Environmental Services to investigate the matter.

Ngatea Skate Park – Damage to Ramp

Cr Gray advised that he had been approached by two young people advising that the ‘quarter pipe’ ramp at the Ngatea Skate Park is damaged and is in need of attention. The Mayor advised that he also had been informed that the plywood ‘quarter pipe’ ramp at the Paeroa Skate Park in Norwood Road also is in need of repair or replacement.

The Community Services Manager advised that he will assess the damage of the ramps at the two skate parks.

Soccer Club Goal Bordering Residential Property

Cr Gray raised an issue brought to his attention by a resident of Ngatea, Mr van der Hoek. Mr van der Hoek is concerned that the newly installed goals at the soccer field have been located very close to his glass houses which are located near the boundary of his property and the playing field. To protect his glass houses from possible damage which may result from soccer balls going astray, he has requested that a fence or some type of barrier be installed. The Community Services Manager advised he will investigate the matter further.

LATE ITEMS OF BUSINESS

Special Olympics Thames Valley – Support of Funding

Cr Gordon raised an item which was included in the Paeroa Ward Committee regarding a request for funding assistance to Special Olympics Thames Valley in support of their upcoming event. The group have requested financial assistance towards the hire of the hall in which they are to hold their annual Bowls Triple Ribbon Day on Saturday, 29 July 2006. Cr Gordon stated that he was in support of assisting the group as outlined and commented that as some of the participants involved in the event will be from the Plains, Paeroa and Waihi areas, he suggested that all three Wards contribute to the funding. The Mayor advised that he would also approach the Mayor of the Thames-Coromandel District Council for their support also.

RESOLVED

THAT the Plains Ward contribute $100.00 to the Special Olympics Thames Valley from the Plains Ward Discretionary Fund and request that the Paeroa and Waihi Wards match this amount.
