The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

Building Access
Discussion was held regarding the security of the Ngatea Memorial Hall due to a number of people having keys to the building in their possession. To address the issue of security, it was agreed that all of the locks to the doors of the building be changed.
LATE ITEM
REQUEST FOR TEMPORARY ROAD CLOSURE (40.000.500)
PLAINS PROMOTIONS GROUP (IM261424)
The Positively Promoting the Plains group proposes to have this year’s Santa Parade on Thursday 14 December starting at 6:30PM am through to 7:00PM. They propose to start the parade from Factory Lane River Road, turning right into Orchard West Road travelling up to the intersection to the domain and turning right into the domain.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of River and Orchard West Roads from Factory Lane to Darlington Street, on Thursday 14 December 2006, between the hour of 6:30PM and 7:00PM, for the purpose of a Santa Parade event organised by Positively Promoting the Plains, be given subject to the following conditions:
- THAT the written consent of the NZ Police and Transit NZ is obtained and forwarded to Council and that any requirements the Police and Transit may have will be complied with.
- THAT no objections to the closure are received, which are upheld by Council.
- That the organisers shall be responsible for all costs associated with the events, including advertising.
- That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
- THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
- THAT if at all possible the Parade receive a Police escort.
- THAT the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.
- THAT the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.
- THAT the Parade must be kept together and no ordinary vehicle allowed between the floats.
- THAT prior to the start of the Parade, all those taking part are to be informed of these safety measures.
- THAT the Order of St John and the Fire Service is to be notified of the Parade.
- THAT the roads are to be cleared as quickly as practicable.
- THAT public liability insurance is to be arranged to cover any claim that might arise from the Parade. (Copy attached)
- THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
- THAT written confirmation of compliance with the above conditions is to be provided, by 28 November 2006.
Council’s Roading Manager will advise Transit NZ via their agent Opus International (Clause 1), prepare and action a Traffic Management Plan (Clause 5).

Turua Jetty Ramp Upgrade
Discussion was held regarding an upgrade project. It was suggested that the upgrade of the boating ramp be included with the installation of the new pathway from the jetty to the Muddy River Café. It was therefore requested that the Parks and Reserves Manager investigate options of lighting at the ramp and a proposed footpath and report back to the Ward on the subject at a later date.
Hugh Hayward Domain Carparking
It was agreed that the Committee meet with the Domain Users Committee on 9.00am, Friday, 17 November for discussions regarding car parking at the Domain.
Ngatea Swimming Pool
The Parks and Reserves Manager updated the members on the commencement date for the pool season. He advised that issues with the chlorine level in the pool have been addressed and the opening day for the pool is Friday, 17 November.
The members were advised of the change in the public lane swimming hours to fit in with the swimming clubs times and the proposed increase in fees. After discussion on the changes proposed, the members agreed that the lane swimming hours be changed, as presented, the entry be increased from $1.50 to $2.00, a charge of $70.00 be requested for a season ticket and that $1.00 now be charged for the month of January.

THAT the time changes proposed be approved
AND THAT the entry fee be increased to $2.00
AND THAT the season ticket be $70.00
AND THAT a $1.00 entry fee be charged for the month of January.

A report from the Community Services Manager was presented for the members information regarding the review of fees and charges for district cemeteries.

GENERAL BUSINESS
ROADING ISSUE (01.001.029)

A report from the District Engineer and Roading Manager was presented regarding a request received from a property owner concerned about the number of trees proposed for removal by Council due to the damage they are causing to the roadway. The property owner has requested that their removal be staged to allow for the replanting of alternative species.
After discussion, it was agreed that the request be declined and the trees be removed in a single operation to avoid any further damage to the road pavement.
RESOLVED
THAT the report be received
AND THAT the trees on Mr Baker’s Huirau Road frontage be removed in a single operation to avoid future road pavement failure
AND THAT Mr Baker’s concerns be acknowledged and the need for the action explained to him.

Hauraki College – Prize Giving Sponsorship
Cr Troughton presented a request received from Hauraki College seeking sponsorship from the Ward Committee towards the special prize to be presented to the Head Girl of the school.

THAT the Ward Committee grant $281.25 (incl. GST) to Hauraki College.
