MATTERS ARISING FROM THE MINUTES
Ngatea Swimming Pool Heating Project
The Community Facilities Manager advised that the upgrade of the pool is progressing well. The Swimming Club has advised that the swimming pool lights do not require replacement. It was therefore agreed that the provision for lighting at the pool be retained for use if required.

The Community Services monthly report on activities was presented for the Committee’s consideration.

Appointment of Community Facilities Manager
Cr Troughton welcomed Steve Clark on behalf of the Committee to the meeting in his new role as Community Facilities Manager replacing Wayne Laurenson who has filled the position over the past few months. The Committee expressed their thanks to Wayne for his services to the Community Services Department over this period.
Ngatea Memorial Hall
Sound System
The Community Liaison Officer advised that the sound system has been trialled. He advised the system needs to be used correctly to produce a satisfactory output and recommended that hall users become confident in using the system.
It was agreed that the Committee members meet with the Community Liaison Officer at the hall to review the operation of the sound system.
Blinds
Discussion was held on ways to screen out light in the main hall. It was suggested that the installation of roller blinds be considered as an option instead of drapes and that the Community Liaison Officer further investigate options of appropriate blinds and window mechanisms.
Trees on Road Reserve
A request has been received from residents of Church Road, Mangatarata requesting Council remove a number of Poplar trees on road reserve which fronts their property. The residents have advised that drains are becoming blocked from fallen leaves, the trees are blocking sunlight from their property and are concerned the trees will cause damage to existing kerbing.
After discussion on the request, the Committee agreed that the trees be removed on the condition that there are no replacement trees planted at the location. It was advised that the cost of their removal is approximately $3,000 excl GST.
RESOLVED
THAT staff advise the residents that Council approve the removal of the 18 Poplar trees on the road reserve at 14 Church Road, Mangatarata to a maximum cost of $3,000 on the condition that no replacement trees are planted at the location.

Dudding Reserve – Community Directory Sign
A letter from Positively Promoting the Plains was presented inquiring if Council would update the information sign at the reserve. The members agreed that the signage be updated as requested and that staff organise for these changes to be made.
Mowing
The Community Facilities Manager provided the members with information on the levels of service for the mowing of district parks and reserves.
GENERAL BUSINESS
NEW KERB AND CHANNEL PROGRAMME (01.001.029)

The District Engineer and Roading Manager presented a report regarding the new kerb and channel programme. Darren Gilbertson of OPUS was in attendance.

THAT the report be received.

Discussion was held regarding the 10 year subsidised kerb and channel programme. Only the first few years of the ten year programme as reported for kerb and channel work would be eligible for subsidy, and the programme as presented in the report would make greater demands on Council financing than envisaged in the LTCCP. It was requested that the proposed programme for kerb and channel for 2007/08 onwards be reviewed and that revised figures conforming with the intended Council component of funding in the LTCCP be further submitted at a later date. The Committee supported the programme for the 2006/07 year.
The District Engineer requested that in the interim, the members consider any need for the priority of proposed works within the ten year programme to be reviewed, for taking into account in later years of the programme.

THAT the prioritisation model to assist in the development of the 10 year Forward Work Programme for New Kerb and Channel be approved in concept.

The District Engineer, Roading Manager and Darren Gilbertson (OPUS Team Leader - HDC Professional Service Contracts) presented the new and replacement footpath 10 year programme.

The District Engineer tabled a report regarding possible options considered for addressing the problem of storm water run-off from the state highway onto private properties at the Waitakaruru township.

THAT staff put forward the case for financial contribution to the proposed kerb and channel project at Waitakaruru by Transit NZ, and that a report on the outcome be presented at a later date.

SPORT WAIKATO : REQUEST FOR USE OF NGATEA MEMORIAL HALL FURNITURE
A request has been received from Sport Waikato seeking the Ward Committee’s permission to use the hall furniture for their annual sports awards ceremony to be held in the Events Centre in Ngatea.
After discussion on the request, the Committee agreed to grant permission for Sport Waikato to use the hall furniture for their coming function and that staff advise the organisation of the decision.
The meeting closed at 12.30pm.
