MATTERS ARISING FROM THE MINUTES

Vandalism to Public Toilets in Domain

The Parks and Reserves Manager advised of damage received to the public toilets and graffiti to the grandstand in the Domain over the Easter break. A discussion was held regarding the cost and viability of installing a surveillance camera to improve the security of the toilets and the grandstand.

RESOLVED

THAT staff investigates costs to install a security camera at the public toilets and grandstand in the Domain.

Odour Fish Fertiliser Operation

It was advised that the offensive odour from the fish fertiliser operation is still continuing. It was requested staff follow up with Planning and Regulatory to see if any action has been taken to address this issue.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [40.000.500]

A request for temporary closure of a road has been received from Rally New Zealand.

Canal West Road Waitakaruru [IM273281]

A request had been received from the Rally New Zealand’s (RNZ) Clerk of the Course for consent to close Canal West Road Waitakaruru for the purpose of an event organised by them on Saturday 5 May 2007. If the day is wet RNZ seeks approval to hold the event on Sunday 6 May 2007.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Canal West Road Waitakaruru on Saturday 5 May 2007 or Sunday 6 May 2007, between the hours of 10am and 1pm, for the purpose of an event organised by the Rally New Zealand be given subject to the following conditions:

    1. THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.
    2. THAT no objections to the closure are received, which are upheld by Council
    3. THAT the organisers shall be responsible for all costs associated with the events, including advertising.
    4. THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    5. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager..
    6. THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    7. THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    8. THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 12 April 2007.
    9. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
    10. THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    11. THAT only road tyres shall be used.
    12. THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
    13. THAT in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

The proposed closure will be advertised in the Hauraki Herald on 1 May 2007.

Ngatea Memorial Wall

For the members information, the Community Liaison Officer presented the new list of names to be placed on the wall.

Ngatea War Memorial Hall

Painting of Exterior

The Community Liaison Officer presented the members with the colour scheme options for the painting of the hall. The colour scheme proposed was received favourably.

Roof

Photographs of the hall roof were presented to the members which revealed it was in need of urgent maintenance. It was proposed that a roofing contractor be engaged to assess the condition of the roof to ascertain what is required for its repair or replacement.

Ngatea Swimming Pool

The Parks and Reserves Manager advised of the difficulty found by pool staff in using the winding mechanism to manoeuvre the pool cover. He advised that a ‘geared’ mechanism is presently being investigated. The members requested that staff continue to investigate and trial alternative means to improve the manoeuvrability of the covers before the next pool season.

Trees – Ngatea Garden Circle

A letter has been received from the Ngatea Garden Circle requesting approval to plant trees in an area of Ngatea (to be decided), as a memorial to past residents.

The members felt that more information is required from the group as to what type of trees they wish to plant and where they intend to plant them. It was therefore agreed that Cr Challis and the Parks and Reserves Manager meet with the group to discuss in more detail their plans for their proposed project.

Hugh Hayward Domain – Request for reconsideration of Grandstand Room

Discussion was held regarding the use of the grandstand room by the Hauraki Plains Youth Rugby Club.

The members agreed that as the Junior Rugby Club does have the opportunity to use the Hauraki Rugby Clubrooms nearby, they could see no reason for them to use the grandstand room. It was therefore decided that they be allowed to use the grandstand room for tournaments and for administration purposes only, and if they require refreshments, they use the downstairs room.

RESOLVED

THAT staff advise the Hauraki Junior Rugby Club that their request to use the grandstand room for their regular use is declined

AND THAT the Junior Rugby Club be advised of the Ward Committee’s decision informing them that the room will be available for tournaments and for administration purposes only, and if tea and coffee is required, the group are to use the room downstairs.

NGATEA HALL AND DOMAIN MANAGEMENT COMMITTEE (02.103.999)

Minutes of the Ngatea Hall and Domain Management Committee meeting held on Thursday 29 March 2007 were attached for the information of the Committee.

RESOLVED

THAT the minutes of the meeting of the Ngatea Hall and Domain Management Committee held on Thursday 29 March 2007 be received and the recommendations contained therein, adopted.

Netball

Following the suggestion from the Hauraki Plains Netball Association at the meeting that the courts be extended at the area north of the swimming pool and east of the Astroturf, it was advised by the Parks and Reserves Manager that this area is unsuitable because there is a stormwater pipe at this location.

It was agreed that at this stage, the Netball Association investigate costs for the extension of courts before any further consideration is given to the matter.

Future of Council Office Land

The Ward Committee discussed the future of the Council Service Centre land. The members agreed that the Council Service Centre building should remain Council ownership and selling should not be an option.

Touch Rugby Tournaments

The Ngatea Primary School has contacted Council concerned at the amount of people wandering onto the school grounds and using the schools facilities when touch rugby competitions are being held at the Domain. Staff advised that it is not council’s responsibility to ensure that the public do not come onto their grounds and suggested maybe a fence could be erected between the school and the domain if it becomes a problem. The school should also be advised that Council is considering the formulation of a policy to control the use of their sport and recreational reserves.

RESOLVED

THAT Ngatea Primary School be advised that it is not Council’s responsibility to ensure people do not wander onto school grounds when events are being held in the Domain and advise that Council is considering formulating a policy to help with this sort of problem.

LATE ITEMS OF BUSINESS

ENTRANCEWAY ROAD AND POWER LINES AT STAGE 1 OF KEREPEHI INDUSTRIAL SUBDIVISION

A member raised a number of concerns regarding the narrow width of the road and corner splay at the entrance to the subdivision. It was suggested that the road be widened from the corner splay entering the subdivision and that the open drain located at the entrance be piped. It was also requested that consideration also be given to the overhead power lines being installed under ground.

In consideration of all the issues raised, the Mayor suggested that funding be allocated at this time so that the entrance road to the development can be improved and the open drain be piped. It was considered that the issue of installing the power lines underground be considered as soon as possible.

RESOLVED

THAT the improvements to the entrance road, piping of open drain and power line issues related to Stage 1 of the Kerepehi Industrial Subdivision be revisited as soon as possible.

WAITAKARURU DOMAIN : REQUEST FOR FINANCIAL ASSISTANCE FOR BUILDINGS ON DOMAIN (OLD SCOUT HALL)

The Chairperson advised of correspondence he had received from the Waitakaruru Domain Board requesting the Ward’s assistance to improve the old Scout Hall, which is in need of attention. The members were advised that the Domain Board had made improvements to other buildings in the Domain themselves. A quote received from a painting contractor for a sum of $4,250.00 was presented.

It was agreed that the buildings in the Domain generally do warrant improvements to bring them up to a reasonable standard which will also improve the amenity value of the area. It was therefore agreed that a sum of $3,000 be allocated for the improvements to the Scout Hall and that the source of funding be decided by Council.

RESOLVED

THAT the Ward grants $3,000 to the Waitakaruru Domain Board to assist in the tidying up of the Scout Hall building in the Waitakaruru Domain and that the source of funding be decided by Council.
