MATTERS ARISING FROM THE MINUTES

Ngatea Swimming Pool Cover

The Parks and Reserves Manager advised that the pool cover system installed by Thames Farm and Industrial Services will be checked on Monday, 18 June.

Scout Hall Repaint

It was advised that the Community Services Manager is considering the costs to repaint the hall.

Vandalism – Public Toilets

Surveillance cameras have arrived and are presently being installed.

COMMUNITY SERVICES MONTHLY REPORT (01.002.021)(34KB)

The Community Services monthly report on activities was presented for the Committee’s consideration.

REQUEST FOR FINANCIAL ASSISTANCE [20.030.003]

The Plains Ward Committee has been allocated $3000 for discretionary grants during this financial year. The committee has allocated $50 to Hauraki Plains College (in addition to their annual grant of $200), $60 for the Ngatea Primary School, $155 for the St. Johns Ambulance, and $200 for the Hauraki Plains College leaving a balance of $2,535.00.

 

WAITAKARURU SCHOOL [IM277631]

The school Board of Trustees advises that they are fundraising for a new playground. They need to provide their children with a playground that is safe and equipment that is not only fun and educational but also promotes and encourages safe and active play. The school provides the only playground in Waitakaruru.

The writer asks that Council considers a grant of $5,330.00 towards this project.

The Parks and Reserves Manager advised he will investigate costs of purchasing cushion fall as per Council playgrounds. The members agreed that $1,000 be contributed to the school.

RESOLVED

THAT the Ward grants $1,000 to the Waitakaruru School towards the cost of installing the cushion fall at their playground to be funded from the Ward Community Facilities and Recreational Fund.

ALYCE PULFORD – NZ JUNIOR ROWING REPRESENTATIVE [IM278081]

Alyce Pulford, Head Girl Hauraki Plains College, writes advising that she has been selected to represent NZ Junior Rowing to compete at the championships in Beijing China. Alyce needs to contribute $7,000 towards this NZ Junior tour by July 6th 2007, and has raised $1000 already.

RESOLVED

THAT the Ward grants $500.00 to Alyce Pulford in support of her representation at the Junior Rowing Championship competition in China.

REQUEST FOR TEMPORARY CLOSURE OF ROAD (40.000.500)

THAMES VALLEY CAR CLUB [IM278406]

A request had been received from the Thames Valley Car Club Inc for consent to close Hamilton Road, Kerepehi for the purpose of an event organised by them on Sunday 10 June 2007.

Organiser of the event, Mr Don Brunt has contacted Council requesting that a later date of Sunday 8th or 29th of July be approved. The Roading Manager has approved the application to be held on either of these two dates.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Hamilton Road, Kerepehi on Sunday 8th or 29th July 2007, between the hours of 10am and 4pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:
    1. That no objections to the closure are received, which are upheld by Council
    2. That the organisers shall be responsible for all costs associated with the events, including advertising.
    3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 30 May 2007.
    7. The organisers shall indemnify the Council from all or any claims arising from the road closure.
    8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    9. That only road tyres shall be used.
    10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
    11. That in the event of heavy rain the District Engineer, Hauraki District Council, may cancel the approval.

Memorial Hall – Roof

The Parks and Reserves Manager advised of quotes received for the cost to replace the hall roof and purlins. A price of $31,374.00 has been received.

It was agreed that the upper section of the roof and purlins be replaced and that the three lower sections of the roof be painted.

RESOLVED

THAT staff follow up costs for the painting of the three lower sections of the hall roof and organise for the upper section of the roof and purlins to be replaced.

Ngatea Swimming Pool

A member requested that consideration be given to painting the areas of the pool where leak repairs were carried out.

Hugh Hayward Domain Carpark Upgrade

The Parks and Reserves Manager presented an overview of the carpark upgrade and requested approval be given to construct an additional disabled car park at the front of the Ngatea hall.

The members reviewed the layout of the upgrade and requested a number of changes:

The Parks and Reserves Manager advised that a revised version of the carpark design will be brought back to Ward for final approval.

 

GENERAL BUSINESS

ROADING REPORT (01.001.029) (26KB)

A report from the Roading Manager regarding roading matters was presented for the consideration of the Ward Committee.

RESOLVED

THAT the report be received.

Plains Ward Footpath Capital Works

The Roading Manager and District Engineer presented a review of expenditure for the Plains Ward Footpath capital works.

The Programmed work for the year will total $15k which will leave an unspent balance of approximately $5k.

The non subsidised capital budget has an Unallocated allowance $30k plus New Footpath (FP) allocation of $6k. New FP programmed is approximately $14k which over spends the New FP allocation by $8k. It was recommended that the $8k amount be funded from the unallocated budget, leaving a balance of approximately $22k.

The options are:

  1. Under spend the budget provision by $22k
  2. Schedule additional footpath replacement. Programmed work is identified on Kaihere Road, Arapito Road and Mahana Road
  3. Advance kerb and channel in Hauraki Road and Bagnall Square that will not qualify for subsidy.

RESOLVED

THAT the $6,000 allocation for new or replacement footpath be utilised for footpath replacement work in Kaikere Road

AND THAT $14,000 of the $30,000 unallocated allowance be utilised for the kerb and channel in Hauraki Road, Turua

AND THAT the remaining $16,000 of the unallocated allowance not be expended.

Waitakaruru Kerb and Channel Installation

The Roading Manager reported on the successful discussions concluded in regard to the installation of new K&C in Waitakaruru between Canal East Road and Duffin Road (approx 300m). Transit NZ have agreed that this work is required to protect the adjoining houses from stormwater discharging from SH25 which has become elevated over a number of years. The work is expected to be programmed with their contractor during September/October 2007.
