RECOMMENDATION

THAT the Community Services monthly report be received.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [40.000.500]

VINTAGE CAR CLUB BAY OF PLENTY [IM286022]

A request had been received from the Vintage Car Club Bay of Plenty Inc for consent to close Hamilton Road, Turua for the purpose of an event organised by them on Saturday 22 September 2007.

RECOMMENDATION

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Hamilton Road, Turua on Saturday 22 September 2007, between the hours of 10am and 4pm, for the purpose of an event organised by the Vintage Car Club Bay of Plenty Inc. be given subject to the following conditions:
    1. That no objections to the closure are received, which are upheld by Council
    2. That the organisers shall be responsible for all costs associated with the events, including advertising.
    3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 7 September 2007.
    7. The organisers shall indemnify the Council from all or any claims arising from the road closure.
    8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    9. That only road tyres shall be used.
    10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
    11. That in the event of heavy rain the District Engineer, Hauraki District Council, may cancel the approval.
NGATEA SWIMMING POOL

Staff are working with the contractor to resolve issues relating to the upgrade of the pool. As the pool opening date is fast approaching, we need to address problems with the inlet jetting system and pipes. A report received by Council suggests, the replacement of the existing jets and pipes with a long term solution.

To allow for future maintenance and access to the pipes system, it is proposed that the area adjacent to the pool be constructed of cobbles which can be more easily removed if required.

RECOMMENDATION

THAT the jets and pipes be upgraded to the recommended grade

AND THAT the area covering the pipes be cobbled instead of concreted

AND THAT the costs of the other defects found be covered by the $45,000 being held back from payment to the contractor .

NGATEA DOMAIN

It has been recently observed that there are no car parking lines on the large car park between the Rugby Club and the Astroturf, therefore this reduced the utilisation of the car park significantly which will be needed in the future when the courts are in place.

RECOMMENDATION

THAT car parking lines be marked out to utilise the area to full capacity.

TURUA JETTY

The Turua jetty pontoon was punctured by vandals and the plate stolen from its position under the walkway, which created holes that went unnoticed by staff. The holes have now caused the pontoon to sink during the recent stormy weather. To allow a temporary repair to be undertaken to the pontoon, it had to be pumped out and will have to be repaired fully at a later date. I have been advised that the cost for the full repair will be approx. $5,000.

RECOMMENDATION

THAT this work be carried out subject to the written cost of the repair being close to the estimate provided.
