MINUTES OF A MEETING OF THE PLAINS WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 11 SEPTEMBER 2007 COMMENCING AT 9.00 AM

RESOLVED

THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Hugh Hayward Domain- Stormwater (verbal item)

- Wrecked Cars on property at Waitakaruru - (verbal item)

- Kerepehi - Trees leaning over Town Road located on road reserve - (verbal item)

The item was not on the agenda because the items were unavailable at the time of the agenda deadline.

Discussion on the item could not be delayed because the members considered the item required the urgent attention of staff.

MATTERS ARISING FROM THE MINUTES

Swimming Pool

The Parks and Reserves Manager advised that he has received a price for a pool cover winder mechanism which is less than $3,000. He will seek a more precise cost for the winder from the company and will advise when it comes to hand. The members agreed that if the price received is reasonable, the mechanism be installed.

LATE ITEM

Hugh Hayward Domain - Stormwater

A member advised that a resident who has a property adjoining the Hugh Hayward Domain in Mahana Road, Ngatea has advised of concerns that stormwater ponding on the sports field is not draining away. This is occurring close to the rear of their property and the property owner has requested that Council staff investigate this problem of water ponding. The Park & Reserves Manager will follow up the matter.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [40.000.500]

Vintage Car Club Bay of Plenty [IM286022]

A request had been received from the Vintage Car Club Bay of Plenty Inc for consent to close Hamilton Road, Turua for the purpose of an event organised by them on Saturday 22 September 2007.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Hamilton Road, Turua on Saturday 22 September 2007, between the hours of 10am and 4pm, for the purpose of an event organised by the Vintage Car Club Bay of Plenty Inc. be given subject to the following conditions:

    1. That no objections to the closure are received, which are upheld by Council
    2. That the organisers shall be responsible for all costs associated with the events, including advertising.
    3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 7 September 2007.
    7. The organisers shall indemnify the Council from all or any claims arising from the road closure.
    8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    9. That only road tyres shall be used.
    10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
    11. That in the event of heavy rain the District Engineer, Hauraki District Council, may cancel the approval.

Streetlighting - Pipiroa Road

The members discussed the proposed installation of street lighting in Pipiroa Road. The members were of the view that double head lights should be installed along the eastern side of Pipiroa Road, rather than the installation of just one double head light outside the scout den.

The members considered that funding for this work be sourced from the district and not the Plains Ward. It was therefore requested that the Roading Manager be asked to provide a report to Council on the costs involved to install double head lights on the eastern side of Pipiroa Road.

RESOLVED

THAT a report be prepared by the Roading Manager to Council detailing costs for the installation of double head streetlights on the Eastern of Pipiroa Road.

Ngatea Swimming Pool Upgrade

The Parks and Reserves Manager advised that due to a number of issues which have arisen concerning the pool upgrade contract, a meeting has been scheduled for Wednesday, 12 September between Council staff and the CEO to consider matters pertaining to the contract. The outcome of this meeting will be communicated to the members in due course.

 

NGATEA DOMAIN

Netball Courts Proposal

A general discussion was held regarding the preferred location for the proposed new netball courts within the Domain.

Car Parking

The Park and Reserves Manager informed the members that it has been observed that there are no car parking lines on the large car park between the Rugby Club and the Astroturf thereby reducing the utilisation of the car park significantly. It was suggested that carparking lines be marked to allow a more efficient use of the car park and due to the fact that more carparking will be required when the new netball courts are in place. Councils Technical Services have drawn up a plan which has been adjusted to allow a wider area for individual car parks.

RESOLVED

THAT car parking lines in the parking area between the Rugby Club and the Astroturf be marked out to utilise the area to full capacity.

Turua Jetty

The member’s were advised of recent vandalism received to the Turua Jetty pontoon which was punctured and part of the structure was stolen from its position under the walkway. The estimated cost for the full repair is approximately $5,000.

RESOLVED

THAT the repair work required to the Turua Jetty be carried out subject to the written cost of the repair being close to the estimate provided.

Ngatea Main Street Trees

The Parks and Reserves Manager advised of two Melia trees which were removed from the Main Street due to vandalism they had received. A request has been received that the trees are not replaced with Melia trees but be replaced with the species of tree presently planted in the main street of Waihi, being Box Elder.

RESOLVED

THAT Box Elder trees be planted to replace the Melia trees which were removed in the main street of Ngatea.

LATE ITEMS OF BUSINESS

Wrecked Cars on property at Waitakaruru

A member raised an issue of wrecked cars on a property in Waitakaruru creating an eyesore. It was suggested that Council approach the owner of the property requesting their removal and that Councils Regulatory Manager be advised to enforce their removal.

Kerepehi - Trees Leaning over Town Road (located on Road Reserve)

A member requested the removal of a number of trees which are growing over Town Road causing a safety issue. Staff will investigate further.
