MINUTES OF A MEETING OF THE PLAINS WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 11 MARCH 2008 COMMENCING AT 9.00 AM

CONFIRMATION OF MINUTES

MEETING HELD ON TUESDAY 12 FEBRUARY 2008

RESOLVED

THAT the minutes of the meeting of the Plains Ward Committee held on Tuesday 12 February 2008 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Waitakaruru Public Toilets

The Parks and Reserves Manager advised he is presently working through costs for the upgrade the toilets.

Patetonga Domain Committee – Community Representative

Cr Harris advised he had spoken with Mr Peter Paterson who advised that he will represent the Patetonga community on the Domain Committee.

The Parks and Reserves Manager advised that the Periodic Detention workers have cleaned and painted the hall. The Domain Committee has provided the paint for the work.

A member advised that they had been informed from a member of the public that the public toilet at the Domain has been vandalised. The Parks and Reserves Manager will investigate.

Ngatea Domain


A decision regarding the Ngatea Rugby Club's support of the proposed shared use of their clubrooms by the Hauraki Plains Netball Centre is expected on March 31st.

Soccer and Rugby Playing Fields Drainage

The member’s were advised that a price as yet has not been received from the drainage contractor engaged to undertake the drainage work required. The Parks and Reserves Manager advised he will contact the contractor to seek a date when the work will commence. It was proposed that the work be carried out at the end of the rugby season or early in the summer season.

Equestrian Facility – Kerepehi Domain

Cr Gordon raised an issue which had occurred recently at the Domain. He stated that the Car Cub had used the top field of the Domain for racing in which the riding club had erected their hurdles for an upcoming event. He requested that the Parks and Reserves Manager monitor the use of the field.

Waitakaruru Wastewater Treatment Plant

The District Engineer advised the members that plant is not meeting consent conditions in respect of nitrogen and phosphorus. The capacity of the existing installation has been fully taken up; there has been high demand for connections. Additional dwellings constructed in the area would have to install septic tanks unless the plant was expanded.

The matter would be raised for discussion by the Council representative at the AGM of the Waitakaruru Hall Committee on March 11, 2008.

 

COMMUNITY SERVICES

COMMUNITY SERVICES MONTHLY REPORT

The Community Services monthly report on activities was presented for the Committee’s consideration.

RESOLVED

THAT the Community Services monthly report be received.

REQUEST FOR FINANCIAL ASSISTANCE

The Plains Ward Committee has been allocated $3,000 for discretionary grants during this financial year. The committee has allocated $100 to TVSO, and $800 to Turua Daycare Inc., $95 for Ngatea Lions, leaving a balance of $2,005.

AARON PULFORD [389124]

A request from Mr Pulford for financial support towards the cost of representing New Zealand Secondary Schools in the ISF World Schools Cross Country championships in the Czech Republic has been received.

The applicant advises that the New Zealand Secondary Schools Cross Country Team requires him to raise $6,000 towards the tour.

Mr Pulford is willing to share his experience with Council upon his return from the Czech Republic.

RESOLVED

THAT the Plains Ward grant $500.00 towards Aaron Pulford in support of his representation at the ISF World Schools Cross Country Championships in the Czech Republic

AND THAT Council be asked to match this amount.

Turua Jetty Ramp Upgrade

The Parks and Reserves Manager advised the member’s that Councils Construction and Maintenance Business Unit are presently pricing the cost of the upgrade work required of Bagnall Square and when they are available he will advise the Committee. The Committee also requested that the Parks and Reserves Manager investigate the cost of kerb and channel construction on the northern side of Bagnall Square.

Ngatea Memorial Hall

Cr Challis advised that the Probus Club have provided trolleys for the shifting of chairs and to assist in the continuing maintenance work which may be required from time to time in the hall.

It was requested that staff write to the member of the Probus Club - Mr Ian Bradley of 53 Darlington Street, Ngatea thanking them for their donation.

RESOLVED

THAT a letter of thanks be sent to Mr Bradley thanking the Probus Club for the donation of the trolleys.

Hall Tables

The Mayor and Committee suggested that the present tables used in the hall be replaced with a more robust type due to their obvious deterioration and that funding be allocated for their replacement.

Sound System

The Mayor requested that problems encountered with the use of the sound system be addressed due to recent complaints received from the public. He requested that it be considered that a permanent system with clear instructions of its use be made available in the hall. The Community Services Manager advised he will investigate the matter further.

Domain Field Marking

Cr Gordon requested clarification of who is to mark out the sport fields in the Domain. The Community Services Manager advised that it is appropriate that Councils Construction and Maintenance staff undertake all marking of Domain sports fields under the direction and permission of the Parks and Reserves Manager.

RESOLVED

THAT no marking of sports fields be undertaken without the permission of the Parks and Reserves Manager .

GENERAL BUSINESS

COPY OF A REPORT TO BE PRESENTED TO COUNCIL ON MARCH 12, 2008 RE HAURAKI PLAINS NETBALL ASSOCIATION PROPOSAL TO SITE NETBALL COURTS ON HUGH HAYWARD DOMAIN (92451) (CR BUBB)

A report from the Community Services Manager was presented regarding the Hauraki Plains Netball Association’s netball complex proposal.

RESOLVED to PLAINS WARD COMMITTEE

THAT the report be received for information purposes only.

The Community Services Manager advised that this report and recommendation will be presented to Council at the meeting of Wednesday 12 March 2008, for consideration.

The Committee considered the terms of the lease proposed with the Hauraki Plains Netball Association the Committee and approved that a 20 year lease be agreed subject to the netball complex project being established.

RESOLVED

THAT the Plains Ward Committee advises Council that it supports the proposed resolution that Council advises the Hauraki Plains Netball Centre that it will provide the Centre with a lease generally structured around a term of 20 years with right of renewal subject to their netball court project becoming a reality.
