Skate Park Facility
It was requested that staff follow up plan options for the development of the skate park and report on these options to a future Ward meeting.

The Community Services monthly report on activities was presented for the Committee’s consideration.

CARRIEDReplacement of Chairs and Tables – Ngatea Hall
It was requested that the Community Facilities Manager investigate the purchase of lighter weight chairs and tables for the hall which are easier for hirers to manoeuvre.
Hugh Hayward Domain – Sports Centre Development
The Parks and Reserves Manager advised that he will speak with the Domain Users Committee to advise them not to mark the lines with the herbicide (Roundup) and to inform them that there is a Council owned paint line marker available for their use.
Lights at Millennium Bridge - Tilbury Reserve
Cr Leonard raised the issue regarding options of lighting the Millennium Bridge at the Tilbury Reserve, Ngatea. The Parks and Reserves Manager advised he will meet with an electrician to discuss a number of scenarios for lighting the bridge and report his findings back to the Ward in December.
REQUESTS FOR TEMPORARY CLOSURE OF ROAD
POSITIVELY PROMOTING THE PLAINS - CHRISTMAS PARADE
The Positively Promoting the Plains group proposes to have this year’s Christmas Parade on Thursday 18th December 2008 starting at 6.30PM through to 7.30PM. They propose to start the parade from Factory Lane River Road, turning right into Orchard West Road travelling up to the intersection to the Domain and turning right into the Domain.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of River and Orchard West Roads from Factory Lane to Darlington Street, on Thursday 18th December 2008, between the hour of 6.30PM and 7.30PM, for the purpose of a Christmas Parade event organised by Positively Promoting the Plains, be given subject to the following conditions:
1. THAT the written consent of the NZ Police and Transit NZ is obtained and forwarded to Council and that any requirements the Police and Transit may have will be complied with.
2. THAT no objections to the closure are received, which are upheld by Council.
3. That the organisers shall be responsible for all costs associated with the events, including advertising.
4. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
5. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
6. THAT if at all possible the Parade receives a Police escort.
7. THAT the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.
8. THAT the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.
9. THAT the Parade must be kept together and no ordinary vehicle allowed between the floats.
10. THAT prior to the start of the Parade, all those taking part are to be informed of these safety measures.
11. THAT the Order of St John and the Fire Service is to be notified of the Parade.
12. THAT the roads are to be cleared as quickly as practicable.
13. THAT public liability insurance is to be arranged to cover any claim that might arise from the Parade.
15. THAT written confirmation of compliance with the above conditions is to be provided by Thursday 13th November 2008.
Council’s Roading Manager will advise Transit NZ via their agent Opus International (Clause 1), prepare and action a Traffic Management Plan (Clause 5).

GENERAL BUSINESS
PAUL LEONARD DRAIN FUNDING CONSIDERATIONS (CR HARRIS) (445408)
A report from the District Engineer regarding the consideration of funding of the Paul Leonard Drain improvements was presented.

THAT the report be received.

CARRIEDRoberts Hicks, Guy Speedy and Brian Pirie, representatives from the Western Plains District Drainage Committee (WPDD) were in attendance. Robert Hicks spoke of the Committee’s desire that the piping of the drain go ahead and that it be piped now to avoid increasing construction costs in the future. He also stressed the opinion that the project be predominantly funded by the developer (Council) and that the balance of funding be met by the Ngatea urban ratepayers.
A general discussion was held as to what makeup of funding should be required towards the project.
After discussion, it was concluded to recommend to Council that that the developer meet the majority of the cost and that the balance be split between the District and the Ngatea urban rate and that the resolution stating this proposed contribution be referred for Councils consideration.
RESOLVED
THAT the contribution of funding the proposed Paul Leonard Drain improvements for recommendation to Council be as follows:
60% - Developer (from subdivision account)
15% - District
25% - Ngatea Urban
